| Since the 1990 s,with the rapid development of China’s urbanization process,the rural population has been flowing to cities on a large scale,and the peasant workers’ children in big cities are growing rapidly.In the current situation of compulsory education management and investment system,public schools are difficult to meet the huge educational needs of the peasant workers’ children,and migrant children’s schools emerge as the times require.After more than 30 years of development,migrant children’s schools are struggling to survive in the cracks between policy and market.They have made great contributions to the education of the peasant workers’ children,and have been increasingly concerned by the government,society and academia in the process of their continuous growth and improvement.However,there are still many problems in migrant children’s schools.It is difficult to change the current situation with the strength of the school itself.In order to make every peasant workers’ children receive "fair and quality" education,the government should help schools for the peasant workers’ children and improve the quality of school running.As for how to help the migrant children’s schools,this study selects four mega cities in Beijing,Shanghai,Guangzhou and Shenzhen as the case.Firstly,the development process of these four mega cities’ school for migrant children and the policy support of the government for the migrant children’s schools are sorted out.The different development modes of the four cities are summarized.Secondly,from the perspective of club theory,government function and the current situation of the main body of compulsory education in developed countries,the government should bear the responsibility of compulsory education for the peasant workers’ children,and provide theoretical basis for the government to integrate the migrant children’s schools into the basic public education service policy.Finally,based on the analysis of the education financial supply ability of the mega cities,it is considered that the mega cities have the economic strength to undertake compulsory education for the peasant workers’ children.Therefore,it is feasible for the government to integrate the migrant children’s schools into the basic public education service policy.Based on the above analysis,this paper puts forward the development path of bringing the migrant children’s schools into the basic public education service policy,including the government’s purchase of degrees for migrant children,strengthening the construction of teachers in the migrant children’s schools,and constructing the guarantee mechanism of compulsory education funds for the peasant workers’ children. |
