After more than 20 years after the high-speed development of economy and a large number of introducing foreign investment,foreign direct investment in China also began to rapid development,non-financial outward direct investment in China in 2017,in 174 countries and regions of the world's 6236 foreign enterprises new non-financial direct investment,up to $120 billion.But you can't deny is even foreign direct investment in China has developed rapidly,but still remain in the capital in China is much larger than the outflow of capital,the "gap" capital outflow is very significant.19 report clearly pointed out that the implementation of the strategy of "going out" is still the development of socialism with Chinese characteristics in the new period of economic major moves,the past few years China to carry out the "area","the brics" further deepen foreign investment.Our country will promote the export of goods and services by supporting and encouraging enterprises to invest abroad,and optimize our domestic resource allocation.Due to various reasons,the employment situation in China is not optimistic,and different industries still have pressure and different development paths in employment.Based on the treatment of China's basic national conditions and for the analysis of the effect of policy evaluation methods about the effect of foreign investment for an enterprise to obtain employment policy assessment,and to explore the foreign investment enterprise to bring the influence of the employment effect of direct investment.The data used by the institute are from the Chinese industrial enterprise database and the statistics of the ministry of commerce on the list of enterprises directly invested by Chinese enterprises.In this paper,through the combination of normative analysis and empirical analysis methods,the use of China's industrial enterprise database catalogue of foreign investment enterprises and the commerce ministry released data,through the tendency to score matching method to select the appropriate control group and treatment group,and combining the reflect the policy impact times difference method,the analysis of the effect of foreign direct investment to the enterprise employment,to evaluate the effect of the policy.The results show that fdi does not have the problem of "manufacturing hollowness" in developed countries.To some extent,China's foreign investment has created employment.Thus,the following Suggestions are given:Enterprise of foreign direct investment is significant positive impact on employment,countries should continue to support and encourage strong enterprises to "go out",better use of the use of both domestic and abroad markets are also two kinds of resources,and further to improve the competitiveness of China's enterprises and scientific and technological content,is the important measure of China in the new period.Government according to the diversity of investment purpose to provide the corresponding policy,for a variety of incentives and services to continually improve and optimize,prompting the enterprise from the cost advantage of competition,to the quality and brand advantages of competition for development,so that enterprises in the process of improving competitiveness to increase workers' employment,eventually increase the employment of the workers.
