The Optimization Of Public Sports Service System In Lixian County From The Perspective Of Supply-side Reform

In November 10,2015,general secretary Xi Jinping proposed the "supply side structural reform" for the first time.It emphasized that while expanding the total demand moderately,the supply side structural reform should be promoted,the quality and efficiency of the supply system,the momentum of sustained growth,and the promotion of the social productivity level were promoted.At present,our country is still in the primary stage of socialism,but the main contradiction of society has been transformed into the contradiction between the growing and unbalanced development of the people.In the course of sports development,the increasing demand of public sports service and the mismatch between supply and demand of public sports service and supply and demand have become the main contradiction of the development of the public sports service system.Public sports service is an important part of public service.Strengthening the construction of public sports service system is a constant improvement of public service system.The "13th Five-Year" period is the realization of the equalization of public services,the National Fitness National Strategy in depth,the key period for the improvement of the public sports service system at the grass-roots level in China.Strengthening the structural reform of the supply side,solving the contradiction between supply and demand,constantly strengthening the service guarantee function of the public sports service system and improving the service quality of the public sports service system are an important way to solve the construction of the public sports service system.This paper studies the optimization path of the public sports service system in Lixian from the perspective of the supply side reform,and uses the methods of literature,interview,field investigation and logical analysis to comb the theories of the supply side reform and the public sports service system,followed by the investigation of Lixian public.The supply side of the supply side of the supply situation,and then from the perspective of the supply side reform analysis of the development of the restriction system mainly exist five problems,such as the supply structure is single,the supply mechanism is not sound,the supply main responsibility is not clear,the supply is not balanced,and the effective supply is insufficient,and the "adjustment structure" and "supplement short board" of the supply side reform are also grasped.The three key points of "lifting quality" put forward six optimization paths.According to the study,the following conclusions are drawn:(1)there is a general phenomenon of oversupply of invalid supply and insufficient effective supply in public sports services in Lixian.The results are mainly benefited from the government,and the role ofsocial forces with abundant resources and great potential has not been fully played.(2)the government is the main student of public sports services.The producers and providers are not the only ones.Whether they face the need of the transformation of government functions or the pressure of social demand,it is necessary to draw lessons from the supply side reform and pay attention to the structural reform.(3)it is necessary to introduce market and society as the supply subject in the case of limited supply capacity of the government and its competent authorities in Lixian.To break a single supply mode and form a diversified supply mechanism to meet the heterogeneous needs of the people's public sports service.(4)there is still a certain difference in the goal of strengthening the people's physique and developing the stylistic cause in the "13th Five-Year" plan of Lixian.Therefore,it is necessary to reform the three major categories of Lixian public sports service system and how to optimize the ten sub elements.In view of the above conclusions,the following suggestions are put forward: first,to improve the talent introduction and training policy,to consolidate the foundation;two,to implement the innovation driven strategy,to open up new space;the three is to deepen the reform of the simplified government and decentralization and reduce the cost;four is to perfect the system and perfect the construction of the supporting system.The author hopes to provide reference for the construction of public sports service system in Lixian.
