Research On Supply Mechanism Of Our Adolescent Public Sports Service

It is the government' s basic duty to carry out adolescent sports and to build a sound public service system for it.Adolescent sports public service is an important part of the government's basic public services,however,the current supply of adolescent sports service stays on a low level,and the living environment of adolescent is not optimistic..As China continues to promote innovation in public service delivery institutional mechanisms,how to provide our adolescent a fairer,more efficient and better quality public sports service,has become an important issue facing our government at this stage.Taking the supply mechanism of our adolescent public sports service as object of study,this paper analyzed adolescent' s public sports service sup ply from the perspective of mechanism.By systemic analysis and standard construction,an initial frame for the supplying of adolescent public sports service mechanism is formed.The main content of this paper is as following.Firstly,domestic and foreign researches and classic theo ries on public including adolescent.sports service are combed and analyzed.And the connotation and special characters of adolescent public sports service are defined and analyzed so as to provide a theory ba sis for further research that follows.Secondly,taking effective supply of adolescent public sports service as the logical starting point,this paper discussed three supplying mechanisms:by government,by market,and by society.Feasibility(application conditions and shortcomings)and the characteristics,efficiency as well as mechanism arrangement for each main body of supplying are analyzed thoroughly.A comprehensive supplying mechanism which leads by requirement and government is constructed.To guarantee the smooth operation of this mechanism,we must attach great attention to the overall practice of mechanism innovation,incentive,and safeguard.Finally,in the part of case-analysis,two cases are analyzed and compared,the theoretical results and conclusions of this paper are tested.Some questions occurred in cases mentioned above are common questions in the construction of adolescent public sports service mechanism to some degree.These questions such as too much intervene by government administration,deficiency in local government' s function transformation,deficiency in sport organization's independence and autonomy,insufficiency in social resource impeded the construction of an efficient supplying mechanism for the adolescent public sports service.And to change this condition is the very direction for the adolescent public sports service.
