In the 21st century our country will be converted into a sports power sports powers under the grand goal of school physical education as an important component of education cause in our country,but many education unfair problems exposed,school physical education fair is an important part of education fairness,is also the weak link of our country's education fair-is the most obvious.Thus deeply and systematically in view of our country school sports research to the problem existing in the education of various kinds of fair and maintenance at the present stage and the strategy of realizing fair education for all-round discussion in order to promote the school sports education fair.In this paper,by using the literature material method,questionnaire survey method,interview method,mathematical statistics,logic analysis of henan ruzhou 30 rural primary schools were investigated and visiting,analyzes the ruzhou influence factors of rural school sports education development,and proposed the feasible development path,the results are as follows:1.The investigation of 30 schools in ruzhou city,henan province,found that the school sports management in these schools was not concerned with the leadership,poor supervision of schools and inadequate supervision.However,the physical education teachers' team is lack of teachers,the teachers' teaching level is seriously lagging,and teachers' self-restraint ability is insufficient.The physical education class is occupied by the physical education class,and the teaching method of teachers has serious drawbacks.School extracurricular sports activities existing sports venues too little,lack of teacher's counselling,the movement of the project is too old a single to cultivate the students' interest in sports and lead to participate in the number of students in sports too little;School sports facilities there are such problems as insufficient sports equipment,sports facilities,some problems and shortages are the five major parts,with the relevant state departments issued documents required is the larger gap,needs to be further improved.2.the factors affecting the development of ruzhou school sports education with social development,economic development and education development,the school development of four plates,ruzhou is a predominantly agricultural city,the development of the city level and economic level is relatively backward,and can in the school sports education funding is limited;However,the development of education in ruzhou city is unbalanced and insufficient,resulting in poor development of education.And the development of the school in the school sports education of the serious shortage of funds,the imperfection of the school sports venues and hardware facilities,the faculty of school physical education teachers,physical education teachers lack of training and learning in the late lead to their own professional quality and motor skills shortage,sense of responsibility to serious decline,the related school leaders do not take the ideas behind the sports education work and students' parents afraid of students in sports accident damage plus now the student's study pressure have no spare time for exercise.Rural school sports education problem is a big weakness of education in our country,in order to realize our country sports education fair,must want to make a strong changes in the rural physical education,only change can realize the strategic target of our country sports powers.3.henan ruzhou rural primary school sports education development path are as follows:construction of integration of "city village" school sports education development model,adopt,the adjustable,hiring,training mechanism,the construction of sports teachers through fair;Deepen the teaching reform and strengthen the fairness of the value of physical education and extracurricular exercise;Increase the fund input,improve the school infrastructure construction fair;Introducing third party(strengthening multi-party)evaluation and monitoring system to promote the fairness of school sports health development;We will improve the risk management mechanism of school sports hazards and promote the fairness of school management.
