It's has produced many problems in promoting Flexible in Tai An to actively take part in the process of social pension insurance.First of all,can be seen from the survey of personnel of flexible obtain employment Tai'an City town family burden is heavy,do not cover the charge,children become the main economic burden of family education and disease,has been unable to participate in the country's social endowment insurance.In addition,the country's social old-age insurance policy for income inequality of personnel of flexible obtain employment in cities and towns pay cost burden,residents face the burden of payment can't afford to,and the country's old-age security policy,there are still a lot of policy issues,such as treatment standard is not clear,capture expends fixed number of year is too short and the endowment insurance relation to transferring,forcing the personnel of flexible obtain employment in cities and towns gave up the country's social endowment insurance.The first part points out that the personnel of flexible obtain employment in cities and towns to participate in old-age insurance system standard and pay cost cuts,personnel of flexible obtain employment in cities and towns to participate in national endowment insurance are free to choose,can choose according to the country of the old-age insurance system.At the same time,it also summarizes the pension insurance mode of the state's current system of "integration of accounts".The state gives different payment subsidies and exemptions to different types of old-age insurance system,but flexible workers have no clear laws and regulations in the process of participating in the national endowment insurance system.The second part points out that urban flexible workers have created a lot of difficulties in the payment process of pension insurance.This paper deals with the method of questionnaire and interview Tai'an City survey was conducted among 500 personnel of flexible obtain employment in cities and towns,insight into the basic living conditions of the personnel of flexible obtain employment in cities and towns,whether to participate in or intend to attend endowment insurance and the current pay cost pressure,etc.,on its own factors and policy factors prevent them to participate in the country's endowment insurance.The third part points out that based on the survey data,the author designs a simple model of the feasibility of the pension insurance payment for the urban flexible workers.For the personnel of flexible obtain employment is necessary according to certain proportion for endowment insurance pay cost reduction,finally calculated a modest capture to expend scale,reduce the cost pressure and burden of personnel of flexible obtain employment.Then,the financial situation of Tai'an City is analyzed empirically,which proves that there is some support in the implementation of the payment and deduction.But there are more effective ways to get funding.Finally,the author puts forward the research conclusions and solutions to the pension insurance contributions for urban flexible workers.It mainly includes strengthening the supervision and management system construction of the fund and alleviating the financial burden;Reduce the pension contribution base;Reduce the payment base,establish personal account discount mechanism;To establish incentive mechanism for employees to pay premiums;We will improve the stable employment system for urban flexible workers.We will strengthen the construction of relevant legal systems for old-age insurance.The real solution to the problem of flexible workers' participation in insurance and the heavy burden of payment will finally achieve the goal of narrowing the social gap,alleviating social contradictions and further improving the living standards of the people.
