China is currently experiencing a critical period of socoi-economic transformation.In 1980,China's economic development began to enter a transition period,from a traditional planned economy to a modernized market economy.So far,the planned economy has basically disappeared,but the market economy system in the new era has not yet fully formed.This is a special economic and historical process.An important issue that needs to be resolved in this process is employment.This is also an important issue in China's economic development.The Party Central Committee and the government have always paid close attention to the issue of employment,unswervingly placed increased employment in a prominent position in economic and social development,and actively used various means to increase employment and ensure the steady development of the social economy.Flexible employment is an important part of urban employment in China.However,no matter from the theoretical or practical effects,China's current social insurance system does not effectively solve the problem of flexible employment groups participating in social insurance.At present,the problems that local governments must study and solve are the issue of participation of flexible employment groups.How to integrate flexible employment with social security is a realistic issue that social security functional departments must face.Based on the status quo of flexible employment groups and the relevant social insurance theory,this paper demonstrates the importance and necessity of participating in social endowment insurance for flexible employment groups in Changchun through questionnaires,literature research,personal interviews and statistics.The outstanding difficulties of flexible employment in the process of participating in the insurance,the focus is narrow coverage,low participation rate,high payment standards,unscientific payment period,high barriers to entry,cumbersome transfer procedures,lack of legal protection,and weak policy propaganda Wait.According to the cause of the problem,combined with the actual situation of the flexible employment group in Changchun City and the current development of social security policies,the concept of the social insurance system for flexible employment and the original basic principles were demonstrated.With reference to the advanced experience of other cities in China,the establishment of flexible employment groups was concluded.Suggestions and suggestions for social insurance policies,and proposed safeguards for the implementation of the system.It aims to promote the effective coverage of the social pension insurance system for all residents,especially flexible employment groups.
