In recent years,with the transformation and upgrading of the country and the adjustment of industrial structure,as well as the rapid economic evelopment of new formats,the employment mode in the labor market has also changed.The proportion of employees employed in the traditional formal employment mode has gradually decreased,and the number of employees employed in the flexible employment mode in the new format has continuously increased.There is a huge difference between the new format enterprises and the traditional formal units in terms of both business mode and employment mode.On the one hand,the employment mode of employees under the new format is more flexible,the working hours are relatively irregular,and there is no clear and unified mode of work content and management.On the other hand,flexible employment workers have no right to speak in terms of cooperation model,contract terms,labor security,etc.Unlike the traditional unit's compulsory payment of five insurances,flexible employment workers pay social endowment insurance on a voluntary basis.Therefore,flexible employment has become a new employment mode under the new format,while the social endowment insurance problems of this group of employment groups are prominent.The social basic old-age insurance is the government's duty to ensure social fairness through the redistribution system.The participation of flexible employees in social basic old-age insurance is not only related to their own and family's vital interests,but also to the overall situation of the country's social development and stability.The state has incorporated flexible employment personnel into the scope of social security by formulating a reasonable insurance payment model,so that flexible employment personnel have the right to participate in the basic social endowment insurance system.By setting up an appropriate insurance payment base,flexible employees will be able to participate in social endowment insurance economically.Give full play to the government's duty to ensure fairness and ensure that flexible employees can enjoy equal social security with regular employees.It is of great significance to improve the coverage rate of flexible employment groups,fully protect their rights and interests,and realize the goal of ensuring that everyone in our country is insured and has a sense of security for the elderly.Based on a full analysis of the domestic and foreign research on the influencing factors of flexible employment personnel participating in the basic old-age insurance for urban workers,this paper constructs a theoretical framework of influencing factors for flexible employment personnel participating in the basic old-age insurance for urban workers on the basis of social security theory,determines the five dimensions and 10 assumptions of influencing factors,and combines the existing research results and actual situation,compiles a questionnaire with 26 items,and conducts a questionnaire survey in relevant regions.By using specific mathematical statistical tools and through analysis and interviews,the factors influencing flexible employment personnel to participate in the basic old-age insurance for urban workers are obtained,including age,educational background,health status,employment status,income level,family burden,policy awareness,excitation mechanism and social interaction.Finally,based on the empirical analysis and interview results,the paper puts forward countermeasures to promote flexible employment to participate in the basic old-age insurance for urban workers,that is,to standardize the employment form of the employment group,improve the insurance payment policy,and intensify policy publicity to promote the flexible employment group to enjoy the rights and interests of the national social endowment insurance.
