Social work is an “imported product” for China.At present,exploration and development in China are mainly based on coastal developed cities and underdeveloped regions.The Central Plains region has not yet formed a representative model.With the deepening of social transformation,the discordant voices in society are also characterized by diversification and complications.Especially in the Central Plains region,the economy is in the middle of the developed and underdeveloped regions,and the state’s support efforts are not high.Disparities,aging and other issues that affect social stability are even more difficult to solve.Social work is the "lubricant" of society.Its benign development can effectively alleviate social conflicts and enhance people’s sense of well-being and sense of well-being.It can be said that strengthening the construction of talents for social work and professional social work is an inevitable and inevitable choice for economic and social development to a certain stage.The next decade is a crucial period for the rejuvenation of Kaifeng City.As one of the Central Plains economic zone,Kaifeng City’s economic strength and development speed are obviously inferior to those of Zhengzhou,Luoyang and other cities.In recent years,Kaifeng City has been fully aware of the importance of human resources while vigorously carrying out economic construction.Therefore,in January 2011,Kaifeng City promulgated the "Outline of the Medium and Long-Term Talent Development Plan of Kaifeng City(2010-2020)" and the "Task Plan for the Medium-and Long-Term Talent Development Plan of Kaifeng City(2010-2020 Year)".It is proposed to build a team of ten talented people throughout the city,including a team of social workers.Especially in 2011 and 2012,after the City Welfare Institute and Gulou District were used as pilot units and pilot areas respectively,Kaifeng City had a demonstration model of social work in the region,which started the professional practice.Although the start was late,the two pilots have not yet been fully rolled out,but Kaifeng City’s social work has also accumulated some experience and achieved some results.In this article,the author reviews the development history of social work in Kaifeng by combining the work experience of the Civil Affairs Bureau’s Social Work Section and the information he has consulted with the relevant administrative staff and practitioners,and summarizes the experience gained.Through the analysis of the actual situation in Kaifeng City,it is necessary to develop social work.And the author reviews the development process and reality of social work in Kaifeng from five perspectives: the development environment of social work,professional service agencies,professional education,professional teams,and professional service development.At the same time,it will summarize the experience gained in government guidance,professional talents,pilot units,pilot areas,etc.,and then reflect on the problems existing in various aspects of the development of social work in Kaifeng City,and put forward feasible suggestions on the issues.Through the review and discussion of the full text,the author believes that in such a city with a relatively underdeveloped economic development in Kaifeng City,various social issues are very prominent.At the same time,social work has also encountered insufficient funds,insufficient job placement,and low awareness of the public.Regarding the problem,it can be said that the task of development of social work in Kaifeng has a long way to go.The cooperation of various functional departments,colleges,and social work agencies and wide participation of the whole society can quickly advance the progress of social work.
