Asymmetric Dependence:Development Dilemma And Countermeasures Of The Social Work In Public Social Welfare Organization

As the main implementing unit of our China's civil affairs,public social welfare institution has become one of the effective carriers and main practice fields in social work.This study intends to study on public social welfare institutions,which is another great developing carrier of Chinese social work since the transition of Chinese system.Through the analysis of the dependency relationship of social work and public social welfare institutions at present and in the future,we aim to further explore the development dilemma and the consistent efforts that social work has suffered and obtained.This study takes five public social welfare institutions which belong to the welfare center of Shanghai as the point of penetration,and introduces depth interview method,the participatory observation method and the literature method to study the dilemma and strategy of social work in the public social welfare institutions.This paper is divided into six parts:The first part introduces the background and significance of this study as to lead the new tendency of cooperation between social work and the system of public social welfare agencies through the current national policy.The second part,the author combs the relationship between the social welfare institutions and social work and finds that there exists resource dependence between the two bodies and dependence is unequal,specifically,social work is strongly dependent on public social welfare institutions while the latter one stays totally differently.The third part elaborates the development dilemma social work has confronted under such unequal dependence,which involves bureaucratization of operation model,administration of service description and ambiguity of service effect.The fourth part analyzes the causes of asymmetric dependencies mainly from the resource dependent theories,such as the importance of resources,the controllability of resources and the availability of alternative resources.The fifth part chooses the positive coping strategies adopted by the social work institutions in the public social welfare institutions,and they have attempted to avoid the lack of legitimacy,professionalism and activity through standardized management system,self-marketing and internal and external resources.The sixth part draws a summary and reconsiders the strategies of social work at the present stage,thus can contribute to promote the better development of social work in the system.
