Since the reform and opening-up, China's economy has made remarkable achievements. The rapid development of China's economy has brought about the progress of the society and the improvement of people's living standard. But it can't be denied that along with the increasing degree of socialization and modernization, there are various social problems in China. For example, the increasing aging population, serious environment pollution, the widening gap between the rich and the poor, the increasing left-behind children and empty nester problem, all of these are important social problems which puzzle the development and progress of our country. The mission of Social Work is to uphold social fairness and justice, as well as maintain social harmony. Under the guidance of the principle of helping others to help themselves, Social Work helps individuals and their families to solve the difficulties, and enhance their potential, which is absolutely necessary profession for our country in the constructing process of socialist harmonious society. However, the current social reality is that we are experienced a serious brain-drain of social work year by year. How to play its role better in solving social problems, how to retain the professional talents more effectively to improve the contradiction between increasing for talents and the present situation of brain-drain in the current society, is this study's original intention.At present, the Chongqing municipal government promotes the development of social work actively. However,the brain-drain of social work is still the obstruction which restricts the development of Social Work. Therefore, how to retain social work talents, to build social work professional team and promote the process of specialization and professionalization, is a big problem faced by the municipal government. This study puts forward three demand dilemmas of social work develop in Chongqing, which is based on the statistic research of social work graduates of Year 2016 in Chongqing. The three demand dilemmas are, increasing government support and serious brain-drain of social work, increasing social work talents demand and the lack of respond ability of college, the broad development prospects of social work and social work current dilemma. This study analyses the possible causes of these dilemmas respectively from the policy, profession and person factors. Finally, this study proposes some countermeasures to solve this problem. The countermeasures are promoting and carrying out the government policies, improving the social work culture mode, clearing the road of social work specialization and professional development, enhancing the professional level of college teachers, raising the salary level of social workers.
