Research On Development Dilemma And Countermeasures Of Social Work Organizations In H City Of Hunan Province

Professional social work services play an irreplaceable role in helping the vulnerable groups and solving social problems.The development of social work and the construction of social work talent team are highly valued by the government.According to the relevant policy guidance of the State Council and the Ministry of civil affairs,social workers and social work service institutions in economically developed areas such as Beijing,Shanghai and Guangdong go to poverty-stricken areas to form professional service teams,set up social work service institutions,help poverty-stricken areas to train and select social work professionals,form pairs of social work service institutions in poverty-stricken areas,and promote local communities Be able to work and play the role of social work service agencies.The development of social work in H city started late,and the people’s willingness to participate in social affairs is growing,especially enthusiastic about social problems such as disaster relief and support,left behind children and the elderly in difficulty,but there are few officially registered social work organizations;on the other hand,there are common problems in internal system governance,financial norms,talent team construction and other aspects in the registered social work organizations Lack of capacity for public welfare projects,financing and professional services.A social work organization in Shenzhen where the author works participated in the "hand in hand plan" work.The author participated in the assistance work for a social work organization in H City in 2019,and had the opportunity to deeply understand the development of social work organization in H City,and obtain the first-hand information in the process of work.This study will take part in the "hand in hand" work for the person in charge of social work organization and social workers in H City,the person in charge of social work organization in Shenzhen,social workers and participants In order to obtain more information and experience,the supervision and social workers of "plan" were interviewed in-depth to compare the similarities and differences in the development path of social work institutions in Shenzhen and H city.From the perspective of resource dependence theory,this study starts with the environment of the assisted private social work institutions in H City,and analyzes and summarizes the development difficulties of the assisted social work institutions in H City from the aspects of internal construction and external support.In terms of internal construction,H social work agencies lack effective long-term planning,perfect management system and professional personnel.In terms of external support,the agency lacks funding sources and has a single promotion channel.Many problems limit the development of private social work institutions and social work services in H City to a large extent,which is not conducive to the long-term and healthy development of social work in H City.To solve these problems,based on the theory of resource dependence and from the perspective of advantages,according to the characteristics and social environment of the social worker organizations assisted in H city,the author gives suggestions from six aspects,including development planning,system construction,talent training,financing channels,brand construction and resource platform.It is hoped to solve the problems existing in the development of social work agencies in H City to a certain extent and provide practical experience for the development of private social work agencies in H City.
