Research On Higher Education Quality Assurance System In Thailand

The construction of higher education quality assurance system has become one of the main ways to improve the quality of higher education in the world.The western developed countries as well as the developing countries in Asia and Africa have gradually established their own higher education quality assurance system.How to build and improve the quality assurance system of higher education has also become an important issue of concern in our country.With the implementation of " One Belt and One Road" educational initiative,educational exchanges and cooperation between China and Thailand have become more and more frequent.In addition,Thailand has made certain achievements in the construction of quality assurance of higher education.This paper takes the quality assurance system of higher education in Thailand as the research object,aiming to provide reference for improving the quality assurance system of higher education in China,and at the same time,to deepen our understanding of higher education in Thailand.In order to strengthen the cooperation and exchange in higher education between the two countries to do their utmost.On the basis of defining the connotation of higher education quality assurance system and combining the theories of total quality management,stakeholders and higher education accountability,this paper applies literature analysis,comparative analysis and induction to collate and analyze the collected data.Through the research,ithas been found that the establishment of the quality assurance system of higher education in Thailand has gone through the course of "from outside to inside",and the external quality assessment of universities in Thailand has been carried out by the Office of for National Education Standards and Quality Assessment of the Office of National Standards and quality Assessment.The internal quality assurance system is established by colleges and universities according to the quality standards issued by the Office of the Higher Education Commission.Thailand's higher education quality assurance system has formed its own characteristics in the development,such as quality assurance activities adhere to legislation first,quality assurance system to achieve internal and external integration,quality assurance process permeated theBuddhist thought and so on.At the same time,the quality assurance system of Thailand's higher education also has the problems of a single entity with quality assurance,unification of quality standards,and complex quality assessment processes.The reason for this is mainly due to unique political environment,Buddhist culture and the short course of higher education development in Thailand.In recent years,the Thai government has carried on a series of reforms to the quality assurance system of higher education,successively constructed the three-dimensional core index system,innovated the regional evaluation model,implemented the "149" project,effectively promoted the development of Thailand's higher education.Based on the analysis of the achievements and problems in the construction of the quality assurance system of higher education in China,the paper puts forward the establishment and improvement of relevant laws and regulations,the strengthening of internal self-assessment in colleges and universities,to promote cooperation and communication among the government,universities and society in the field of quality assurance of higher education,to realize the effective integration of external and internal safeguards,and to pay attention to the establishment of quality standards in order to speed up the construction and improvement of the quality assurance system of higher education,and promote the effective improvement of the quality of higher education.
