Research On Professional Social Work Embedded In Letters And Calls Policy From The Perspective Of Structural Functionalism

China's policy of letters and calls has played a crucial role since its implementation in 1951.However,with the transformation of China's economic system and the transformation of modernization,a series of new social contradictions have led to the distortion and alienation of the original letter visits policy in the process of implementation,and its legitimacy is gradually dispelled.Therefore,the forward-looking and strategic reform of the letter and visit policy has become an urgent requirement.Professional social work can undertake the functions of petition agencies to resolve social conflicts and maintain social stability,so as to achieve a diversified development model of governmental function optimization and governance.The difficulty lies in the fact that there are structural tensions in the development of social work-oriented professional social work in the field of letters and visits with strong vitality,and lack of practical autonomy.At present,the participation of professional social work in China in the field of letters and calls is mainly reflected in two forms.One is the government procurement project,and the other is the social worker stationed in the post.This article through field research and case text analysis,that both of these methods are inevitable emergence of social service administration,bureaucratization of internal governance and the establishment of professional social worker predicament,professional social work is gradually declining under the strong control of administrative power.Embedding is an important path for the development of the localization of professional social work in China.Therefore,in order to realize the socialization of letters and calls functions,this paper proposes a mode of embedded development of letters and calls policy from the perspective of structural functionalism,it needs top-level design empowerment and bottom-up basic strength.Supports both embedded strategies with simultaneous promotion of both paths.In the early stage of embedding,with theoretical admission as the entry point,the theory and value of professional social work are first embedded in the design and planning stage of the letters and calls policy,and the legitimacy and authority are established from the top level through government empowerment.Combining the characteristics of education in China during the restoration and reconstruction of professional social work,the social work education group in colleges and universities starts from the grassroots level and conducts theoretical training and internalization of values for the original Administrative Letters and Calls staff,while narrowing cultural awareness while increasing professional recognition.Distance,changing its path dependence on its inherent working methods;during the middle period of embedding,administrative petition workers conducted theoretical practices under the supervision of professionals,and established an incubation base in cooperation with educational groups to conduct professional petitions for social work personnel.In the later stage of embedding,based on professional social worker theories and supply of talents,the symposium and social worker organizations were set up to enable them to take the initiative to deal with petitions and contradictions independently,and to realize the structural embedding of letters and calls policies from the periphery to the core in professional social work.
