These years,the third party evaluation has become a hot topic in the field of educational evaluation reform.Through literature review,we find that most of the researches are based on theories.Practice based researches are relatively less than those in theoretical researches,and most of the related researches focus on the field of higher education and vocational education.This study will take the third party evaluation of school running level in stage of compulsory education in Ningbo River-East District as an example.Through deep understanding of the third party evaluation operation model in Ningbo River-East District,this study tries to analyze how the third party works and grows under the situation that the government,school and third party should each perform its own function,in order to provide reference both theoretically and practically for further studies on third party evaluation.Through the comprehensive use of literature,field investigation,text analysis,physical data collection and other methods,This thesis firstly makes a review on the current situation of the third party evaluation,defines the relevant concepts and explains the research significance,context and methods briefly.Secondly,it analyzes the rationality of the third party evaluation and the principles that should be followed.Furthermore,through the empirical study,the thesis analyzes the mode of operation of third party evaluation in River-East District,including background,structure,function and working mechanism of the third party organization.Finally,this thesis discusses the value of the third party evaluation in River-East District,summarizes the experience and problems and put forward some suggestions:define the boundary between the government and the third party,improve the linkage mechanism between the government,school and the third party organization;optimize the age structure,ability level and quantity composition of third party evaluation;expand the scope of the third party evaluation personnel,establish the idea of "consumer oriented";establish incentive oriented excitation mechanism to help schools transform attitude when participating in the evaluation;promote the application of technical means in information collection;develop meta evaluation.
