In the new era,higher education should take the inner development path of high quality.There is no doubt that the evaluation of education plays an important role in guaranteeing the quality of education.China has been promoting the separation of management、running and evaluation in the field of education for several years.In the field of education evaluation,the government vigorously promotes the model of "social evaluation ".However,"social evaluation" is only a brief expression of the direction of educational evaluation reform after the separation of management and evaluation,and does not mean that society is the single subject of educational evaluation.It is the historical necessity of the corresponding reform and development to coordinate the governance of each subject in the field of education evaluation.At present,the work of self-evaluation of colleges and universities has been steadily promoted,and social forces have gradually participated in the work of evaluation.How to coordinate the operation of government,universities and society in the field of higher education evaluation has become an important issue.Undergraduate education is a top priority for higher education,taking undergraduate education evaluation as the starting point.It can better discuss the tripartite coordination of the higher education evaluation after the separation of management and evaluation.Based on the theory of collaborative governance and the fourth generation of evaluation,combined with the background of separation of management、running and evaluation,this paper puts forward an analytical framework of "environmentsubject-mechanism" and runs through the full text,using literature analysis and case analysis.This paper discusses the collaborative governance of undergraduate education evaluation under the background of separation of management and evaluation.There are four chapters: the first chapter introduces the research background and significance of undergraduate education evaluation after separation of management evaluation based on collaborative governance,as well as the domestic and foreign research status,the explanation of related concepts,theoretical tools and analysis framework.Research ideas and methods,innovation and deficiencies;The second chapter combs the current situation of undergraduate education evaluation after the separation of management and evaluation,the third chapter explains the causes of the problem according to the analysis framework,and the fourth chapter puts forward the perfect path of coordinated governance of undergraduate education evaluation.The conclusions of this paper are as follows:(1)After the separation of management and evaluation,the construction of collaborative governance in the field of undergraduate education evaluation still has the problem of uneven development of power,cooperation needs to be deepened,and the value of external stakeholders is difficult to achieve.(2)The causes of the problem can be carried out from three aspects.There are cultural,market and institutional factors at the environmental level.The main level has the factors of role consciousness,subject status and subject ability.At the mechanism level,there are factors such as the macro coordination mechanism and the lack of micro dialogue mechanism.(3)the measures to perfect undergraduate education cooperation governance include: cultivating the fine evaluation culture,perfecting the education evaluation market;Enriching the educational evaluation system;clarifying the role orientation,making clear the main position of the social forces,doing well the capacity building of all parties,setting up the macro coordination mechanism of "politics-school-society",and constructing the dialogue mechanism among the stakeholders.The innovation of this paper is to grasp the problem of higher education evaluation after the separation of management、running and evaluation from the angle of undergraduate education evaluation,and the research perspective is novel.Combined with the theory of collaborative governance and the fourth generation of evaluation theory,the framework of "environment-subject-mechanism" is creatively put forward,and the analysis framework is unique.
