| With the increasing influence of market factors in the process of education resource management,the former centralized governance model of higher education is no longer suitable for social development.In order to solve this problem,the reform of "the separation of management running and evaluation" has been proposed,and has become an important measure of higher education system reform at the present stage in China.In 2015,the ministry of education issued "several opinions on further promoting the separation of educational management and evaluation and promoting the transformation of government functions",which pushed the reform of "the separation of management running and evaluation" to the practical stage,making it an important task and a key step to promote the modernization of China’s educational management system.However,at present,of "the separation of management running and evaluation" is still in the exploration stage of theory and practice,the reform effect is not ideal.The reform still has many problems such as lack of power,separation of power and responsibility is not in place,power decentralization is small,and reform measures are fragmented.Therefore,it is of great practical significance to analyze the causes of the dilemma of the reform of "the separation of management running and evaluation" in higher education under the current situation,explore the practical path in line with the reform requirements,and adjust the relevant policies and measures in the reform of "the separation of management running and evaluation" in the future,and improve the working methods of various governance bodies.The theoretical tool of this study is collaborative governance theory and the research basis points is the reform of "the separation of management running and evaluation" in higher education.On the basis of clarifying the motivation,current situation and predicament of the reform of "the separation of management running and evaluation" in higher education,this research from the system design,mechanism operation and other aspects of in-depth analysis of the causes of the "the separation of management running and evaluation" reform related to the main body of the plight.Then,combined with the role positioning of relevant subjects in the reform,their mutual relations and the construction of the reform operation mechanism,the reform path selection of "the separation of management running and evaluation" ofhigher education based on collaborative governance is explored.The full text consists of a total of five parts,The first part is the introduction,including research background,significance,related research status at home and abroad,research methods and innovation points.The second part is the practical exploration of the reform of "the separation of management running and evaluation" in China’s higher education,including the causes,current situation,difficulties and causes of the difficulties.The third part explores the operation mechanism of the reform of "the separation of management running and evaluation" in higher education on the basis of the collaborative governance and the role positioning and mutual relationship analysis of the three parties.The fourth part is based on the previous research and thinking,from the perspective of collaborative governance theory,put forward the specific practice path of the reform of "separation of management running and evaluation" in higher education.The fifth part is the conclusion. |
