Separation of management from running is an important measure to reform higher education system at present stage of China,according to China's Outline of Mid-and-Long Term Education Reform and Development(2010-2020).In 2015,Ministry of Education specified,in Some Suggestion to Further Promote Separation among Management,Running and assessment to Facilitate Transformation of Government Functions,that separation of management from running must be in practice to clarify the relations between power and responsibility among government,school and society.Now,in-depth advancing of the separation between management,running and assessment,which exits many practical dilemmas in its process,such as ambiguous responsibility in management,running and assessment,and slow development in intermediaries,has been the breakpoint to build state management system for higher education and modernization of governance capacity.And it is still in exploratory stage of theory and practice.Then,the restrictive factors should be analyzed to explore the appropriate way to separation among government,running and assessment in China higher education.Under the framework of governance theory,comparison and investigation are used herein.The object of study is the relation among government,colleges and universities,society.This research focuses on transformation of government function,autonomous management of universities,development of assessment organization and their collaborative administration in separation among management,running and assessment and the dilemma of their collaborative governance.Based on questionnaire,interview and comprehensive analysis,the issue,such as the partial decentralization of power,weak ability in university administration,slow development in social assessment organization and inadequately independent assessment ability.The reasons for the dilemma is incomplete system design,unreasonable operating mechanism,interest conflict between subjects.Finally,the solutions are proposed,which are promotion of motive power in management,running and assessment,transformation of government function to regulate the relationship of subjects,improvement of running system and sound supporting polices,corporative anticipation of social forces.This research is referential to re-recognize China's current higher education system,master direction of separation among management,running and assessment,subsequent adjustment and improvement of work after the reform of separation among management,running and assessment in higher education.
