The separation of management, running and evaluation is an important proposition on the reform of China's current education system of< National long-term education reform and development plan (2010-2020)>. The propositions is also a fundamental path to break the current education system which is now highly centralized, and build a new relationship between the government,school and society the construction of our, realizing the diversity of the subject of common governance. Higher education is an important part of education,which both has the universality and particularity of education. The reason and rationality assessment has already been fully demonstrated. Then the focus of exploration has gradually become to how lo realize the separation of management, running and evaluation in higher education..which need innovation and rich practice, now.Higher education belongs to the public product, which has the dual attributes:on the one hand, it's a private property because it is closely related with the theoretical exploration and scientific research,which means it need to exclude the relative intervention from the government. On the other hand, it has a profound influence of modern higher education for the development of social economy, which means the pursuit of the value of the publicise it needs to be the controlled by the public power. This research firstly analyzes the current of China's higher education, then probes into the inner causes of this currents. We found that the power of others now concentrates to the government so the university and the society loses their power to run their university or evaluates the results of university. The reason of this relates to the unequal status between the government, the university and the society, and also the relative lack of ability for university, the mechanism of third party evaluation. Based on the theses, we analyze the point of the polices on the separation of management, running and evaluation in higher education by focus on the relationship of the government, the university and the society and also the dual attributes of the higher education. Next we can put forward the realization of the insurances of the separation of management, running and evaluation in education:to accelerate the transition to a service-oriented government, deepening the corporate property of university, maintain the third party evaluation value neutrality. We also need to refer to the ideas of Frank J.Goodnow about how to coordinate the relationship between the ideas an behaviors of the state, so we can coordinate the relationship between the government, the university and the society.after we realize the separation of management, running and evaluation in education. Moreover, we can summarize the steps of the separation of management, running and evaluation in education through the realization of equality of each subject status, the cogradient of separation both in status and function and to enhance the governance capacity of the subject itself. Finally, we can put forward the method of realizing the separation of management, running and evaluation in education.
