Our country is in a critical period of economic transformation and upgrading,and structural contradictions in employment are gradually emerging.skilled workers,as the main body of china’s future employment groups,are faced with many problems,such as the shortage of skilled talents,the lack of value creation ability of existing workers,and the lack of self-development awareness.vocational skills training is used to cultivate skilled talents and promote labor stability.the important means of employment has received great attention from the state.in recent years,the central government and various local governments have invested a large amount of vocational skills training subsidy funds in the action measures to carry out vocational skills improvement activities,and achieved intuitive results in the number of training personnel.all regions have generally completed or exceeded the training tasks,but the use of funds and the effect of training subsidies is not very optimistic.after collecting and sorting out the vocational skills training and subsidy policies issued by the central government and various provinces and cities,this article investigates and analyzes the subsidy status and training effects of vocational skills training in 13 provinces,and based on the data obtained from the survey,empirically examines the subsidy strategy for vocational skills training.the effect of the effect,and the use of differentiated provincial subsidy funds as an instrumental variable to conduct a robustness test,on this basis,the heterogeneity and mechanism are explored.the study found that subsidies at the individual and training unit levels can significantly improve the training effect of workers,but the functions of different training carriers are very different,that is,the training organized by training institutions is more "effective",and the double-layer subsidy has the best effect;the training organized by enterprises is more "efficient" in the use of funds,among which direct subsidies play a greater role.secondly,with the help of the distribution plan of subsidy funds at the provincial level,this paper verifies the robustness of the effect of subsidy implementation and also explores the impact of different funding sources on the differentiation of micro-subjects.finally,the effects of subsidies are highly heterogeneous under different training motivations and in different industries,and teacher-student interaction and family support are important mechanisms.based on this,this article puts forward policy recommendations to strengthen the top-level design of vocational training policies and improve the subsidy implementation rules,in order to implement precise policies to help the expansion and quality development of vocational training in our country.
