With the development of urbanization and the implementation of the The universal two-child policy,it will be increase the demand for pre-school education services.Pre-school education is the educational initiation,and it is the golden age of children's intellectual development,which is generally valued by families in urban and rural areas.However,the preschool education does not yet belong to compulsory education now,increased demand for pre-school education and the limited educational resources supply,resulting in a sharp conflict between the high cost of pre-school education and family income.The existing researches mainly focused on the quality and mode of education,school development,and the relationship among schools,teachers and students and so on.Most of researches are only focusing on the policy and recommendations about the government shares the education cost which alleviates the family's financial burden.However,there are few researches refer to why the government share,how to share and how much to share,and whether the government finance can afford it.Guided by the theory of development economics,this paper based on the questionnaires distributed in Guanzhong area in Shaanxi Province,at the same times,combined literatue research method and empirical analysis to study the development of preschool education.It found that,in the development of pre-school education in this area,there are two serious problem,such as the high price of pre-school tuition and the lack of public kindergartens,while the difficulty in entering pre-schools is not obvious,By VAR model,we verified the relationship between the number of children in the kindergarten,the GDP of Guanzhong area and the disposable income of the family,we could come to conclusions:Although pre-school disposable income of the family in short time,and in the long time,they makes for it.Therefore,we should increase investment for pre-school education.The investment in pre-school education is an integral part of human capital investment.Increasing the government's financial investment in compulsory education is the key,and it was the experience of developed countries and regions.Using PPP to encourage non-governmental capital to invest in pre-school education is a solution to the current contradiction between supply and demand.
