The19thNationalCongressproposethatthe"innovationdriven developmentstrategy"must be put into force.General Secretary Xi proposed to speed up the construction of first-class universities and first-class disciplines.With the increase of scientific research results,the contribution to the economy is increasing,and the impact on the society is increasing.However,in practical work,there still exists problems such as waste of resources,low efficiency and so on.Therefore,how to effectively enhance the overall scientific research level of university is a hot topic of social concern.This paper used DEA model to research universities directly under the Ministry of Education and put forward the problem of low efficiency in scientific research and unbalance of regional development,and then used multiple linear regression model to analyzes the influencing factors and solves the problems.After understanding the background and significance of the research,this paper expounds the current situation and related theories of university scientific research performance in China.On this basis,this paper used the performance evaluation index system of excellent experts to use the DEA method to make an empirical analysis on the scientific research performance of the colleges and universities who directly under the Ministry of education.It is found that more than half of the universities have the problem of inefficiency in technical efficiency,especially after the comparative analysis,the difference of efficiency level in different regions is obvious,the most significant is the northeast and western regions.In order to further develop the potential of scientific research performance in universities,this paper analyzes the influencing factors through multiple linear regression model,and finds that the input of human and financial resources does not promote the improvement of performance.Thus,some suggestions on talent gradient planning and internal control management are put forward.This paper hopes that the conclusions can better indicate the reasons for the irrational allocation of resources,and provide a scientific basis for balanced and healthy development of scientific research of universities.
