Research On Management Issue And Countermeasures Of Urban Public Sports Space In LinYi City

In recent years,mass sports activities have risen.Simple and practical fitness methods such as square-dancing and walking are popular in the city.Active participation in fitness activities is a good thing.However,mass sports activities which made lots of noises also caused many conflicts,such as splashing excrement,squeaking sounds,putting on guns,putting the Tibetan mastiff.These incidents which caused by square-dancing and occupying-road walking exposed the problem of public space being invaded.It was frequently reported by newspapers and the Internet,which has aroused wide public concern.People pay little attention to the phenomenon of public sports space being occupied.What the government should manage the urban public sports space has become an important issue,which cannot be ignored in the development of Chinese national fitness.Satisfying the people's physical exercise needs is also a concrete measure to put people first and protect people's livelihood.In terms of population in Shandong Province,Linyi City is the largest city.Although it has invested heavily in public sports facilities,the area of per capita sports grounds is lower than the average level in Shandong Province.In July 2017,the traffic accident about walking group occurred in Linyi City,which exposed that public sports space is insufficient and management is not in place in the process of rapid urbanization of emerging cities.The government's scientific and standardized management of public sports space in accordance with local conditions has become an inevitable requirement for the government departments to manage the mass sports activities in the process of building a harmonious society.Based on the above,this article takes Linyi City as the research object.The first chapter uses the literature review method to introduce the research status of public sports space at home and abroad,clarifies the research purpose and research ideas of the paper,and introduce the research content and research methods.The second chapter expounds the concepts of public space,urban sports space,urban public sports space,public goods theory,central place theory,Maslow's hierarchy of needs theory,motivation theory,and provides theoretical basis for specific research to indicate the government should put people first in management when provides more space for pubic sports and strengthens the management of public sports space is the inevitable trend that meet the demand of mass fitness.The third chapter investigates the management situation of public sports in Linyi City through data collection on the website,road trip progressed,surveys,expert interview method.The fourth chapter analyze management issues in Linyi City from the implications of walking group event in the sports facilities,security,multi-sectoral coordination,social and market participation,public awareness of the rules and spirit.According to the objectives of the policy document,the fifth chapter propose countermeasures in six aspects:(1)to provide policy support and financial guarantee for the management of public sports space;(2)to optimize and increases supply;(3)to build institutional mechanisms for multi-sector collaborative management;(4)to give full play to the active role of sports communities;(5)to guide the public to strengthen self-discipline;(6)to accelerate the construction of management personnel.The sixth chapter concludes with a conclusion.From the public space management issues in public sports activities,the paper explores the role of the government in the management of public sports space,clarifies the functions of the government.This study provides reference advice to the government for taking full consideration of sports public space in urban planning,optimizing and increasing the supply of public sports space,promoting multisectoral coordination management,guiding the rational and orderly development of mass sports activities in the next urbanization process.
