Since the expansion of China’s universities and colleges, China’s higher education has stepped into a stage of popularization. With the full establishment of market mechanisms and the continuously deepening of the reform of China’s higher education system, the cost of higher education has increased greatly, and the educational investment system which is previously arranged by the government has evolved gradually into one under which the educational investment is shared reasonably by the government, society and the educated. Higher education spending has become an important part of a household expenditure, and some parents can not afford their children’s cost, resulting in more poor college students year by year. This has caused wide concern from the government and the community as well. How to ensure that all poor college students can afford to attend a university is a problem that the government must make efforts to solve. The funding of college students has become an important issue for educators in universities and colleges.Firstly, taking Hunan province as an example, this thesis analyzes the present situation of poor college students in China and the causes of their poverty as well, and conducts an empirical analysis by collecting information about the distribution of poor students from different universities (first-class universities, second-class universities and higher vocational colleges) and different majors. Secondly, this thesis discusses the concrete content of China’s present policy on funding poor college students, and on this basis, investigates the characteristics, problems of China’s present system of funding policy and their causes as well. Thirdly, this thesis conducts a deep analysis of the implementation process of China’s present new funding policy and its effect, pointing out problems and shortcomings occurring in the process of implementing China’s policy on funding poor college students. Lastly, this thesis explores, on three different levels, some strategies on how to improve China’s system of funding college students:improving the multi-subject funding system, establishing and improving a long-term mechanism of funding college students, and increasing institutions working on the funding of poor college students.
