Quality is an important proposition for the development of higher education.Safeguarding the sustained and healthy development of higher education in China is an important goal and mission of the higher education policy of the Party and the government.Since 1985,the quality of higher education has been the main line in the policy reforms of all major higher education reforms.The in-depth study of the text of higher education quality assurance policy and exploration of its intrinsic value relationship and value choices is a fundamental work with considerable theoretical value and practical significance.Based on the definition,classification,and text selection of higher education quality assurance policies,this study uses grounded theory to code the content of policy texts,and combines coding results and policy content from the brewing period,exploration period,innovation period,and improvement period.The analysis of sub-periods and guarantee subjects,guarantee objects,and guarantee systems analyzed the actual choices and due meanings of the value selection of China's higher education quality assurance policy according to the interest conflicts and value conflicts contained in the policy text.The research shows that:first China's higher education quality assurance policy has different performance in different periods.The policy design framework during the brewing period is an investment-oriented policy;the policy-rich framework during the exploration period is a development-oriented policy;the policy-rich framework during the innovation period is an extension-oriented policy;The policy improvement framework is a revenue-based policy.Second,The related systems of China's higher education quality assurance policy are gradually standardized,the subject of value is diversified,the value object is complex,and the value relationship is in a state of continuous dynamic change.Third,The value selection of China's higher education quality assurance policy has been through the political value orientation of the brewing period,the economic value orientation during the exploration period,the social value orientation during the innovation period and the diversified value orientation during the perfect period.
