Under the background of the continuous transformation of government educational management functions and the continuous implementation and expansion of autonomy in running a university,as a carrier of the system of modern universities,the Statutes of University gradually attract people's attention and thinking.It is of great and realistic significance to seize the opportunity of reform and realize the connotation development through the Constitution of the system,the management of the system and the management of the people by the system.So how to formulate a university charter?What is the content of the charter text?British University charter is worth learning from the experience and advantages?Many questions need to be answered.As the oldest university in the English-speaking world,Oxford University has 800 years of glorious history.Since the medieval era.with its unique concept of university and the school tradition,it has gradually developed into a world-class university which has got remarkable achievements and became the model of higher education.As is known to all,Oxford University is an example which governing school by the Statutes,many university affairs have clear provisions of the statutes,Its statutes is unique in ancient and traditional,which has a distinct personality.Besides,it has become a paradigm in the history of the development of higher education all around the world,which represents the value orientation of the development of a global university.This paper takes the Oxford University of England as a reference to study the statutes of the University of Oxford,which is mainly based on case studies and literature studies,supplemented by comparative studies and historical studies.Firstly,the paper traces the development of the Statutes of the University of Oxford,summarizes the experience and lessons in the construction of the constitution of the University of Oxford.Then,according to the framework of the University charter,the structure and contents of the Oxford University Statute are analyzed comprehensively,and then the value implication of the Statute is discussed.According to the Defects of Chinese University charter,the paper puts forward the feasible suggestion to promote the construction of university constitution.This thesis is divided into four parts,besides a preface and an epilogue:The first part is the history of the statute of University of Oxford.The paper tries to explore the formation mechanism of the University of Oxford statute from perspective of history.The second part is the text analysis of the statute of University of Oxford.First,the paper analyzes the structure of the statute.Secondly,it interprets the contents in detail,including the University objects,internal elements and external relationship.The third part is the value of the statute of University of Oxford.It summarizes the characteristics of the charter from three aspects:Conservatism and Empiricism,Federalism and Donnish Dominion,Liberalism and Nationalism.The last part is the inspiration from the statute of University of Oxford to the construction of our country's constitution.Based on the analysis of previous three parts,four conclusions are formed,The paper puts forward the feasible suggestion of promoting the construction of university constitution.
