Study On The Problems And Countermeasures Of Government Purchasing Gymnasium Public Service In Liaoning Province

As one of the most important institutional arrangements for the marketization of public services,government purchase of public services has been established as an important public service supply mechanism in many countries.Under the contradiction that the supply of public sports services did not match the demand for sports in China,the practice of Shanghai,Guangdong and Changsha has proved that the purchase of public sports services by the government could improve the efficiency of the supply of public sports services,and was expected to become a new way to solve the contradiction.Competitive sports in Liaoning Province has been developing vigorously.In 2014,relevant policies were issued to promote the implementation of the government's purchase of public sports services from social forces.Dalian,Shenyang and other municipalities have also begun to explore.However,in the current environment of a large number of idle stadiums and waste of resources and consecutive losses,coupled with the government's purchase of public sports services was also facing many obstacles,it was difficult to promote the implementation of the government's purchase of stadiums and gymnasiums.Under the background of "Healthy China Strategy",how to make rational use of stadium resources,not only to ensure the economic benefits of stadium resources,but also to meet the public's fitness and entertainment needs,was an urgent problem to be solved by Liaoning Provincial Government.Therefore,in view of the problems existing in the purchase of public services of sports venues by the Liaoning Provincial Government,it was urgent to put forward countermeasures to ensure the common development of economic and social benefits of sports venues.This paper took Liaoning Province gymnasium exercisers as the research object.By using the methods of literature,questionnaire,field investigation and mathematical statistics,this paper studied the concepts and connotations of the government's purchase of public services for stadiums and gymnasiums and related theories,the current situation and problems of the government's purchase of public services for stadiums and Gymnasiums in Liaoning Province,and the countermeasures to improve the government's purchase of public services for stadiums and Gymnasiums in Liaoning Province.Taking Dalian,Yingkou,Panjin,Jinzhou,Chaoyang and Fuxin as the research contents,which have higher GDP level in 14 prefecture-level cities of Liaoning Province,and the implementation status of government purchase of stadiums and Gymnasiums in six regions of lower level,the conclusions are as follows: 1.inadequate facilities,improper maintenance and low openness;2.Lack of legal support for services,and relatively lagging behind in practice;3.The structure is relatively single,the funds are limited and the regional differences are obvious;4.The purchase content is not balanced,the public welfare of the project is low,and the service quality needs to be improved;5.The purchase mode is single,and the supply force is insufficient.Combining with relevant theories,this paper put forward some countermeasures to improve the public service of sports venues and gymnasiums purchased by Liaoning Provincial Government: 1.Increase the number and types of venues and facilities,maintain regularly and open up more vigorously;2.Improve the purchase policy system,strengthen the binding force of laws and regulations,and strengthen publicity;3.Establish special funds,optimize the structure of sources of funds,and provide regional key assistance;4.Improve the supply of venues and gymnasiums services,and optimize Increase the allocation of resources,improve the quality of service;5.Encourage the participation of social forces,enhance the capacity of social organizations to undertake.
