Under the historical background of today’s knowledge-based economy, with theaccelerated economic globalization, increasingly improved technological development, andthe more fierce international competition, socio-economic development has showing thathuman resources development-centered is the key point to build the core competitiveness ofintegrated development track. Even more obviously feature as the strategic resource and thecore element of national, regional competitiveness, human resources has become the firstresource to support the scientific development. Jinzhou, as a regional strategic fulcrum city,has accessed into the scope of national decision-making formally. Therefore, it is quitenecessary to strengthen the development study of human resources in Jinzhou City.Based on human resource management theory, this thesis analyzes the status of humanresources, measures and problems during human resources construction in Jinzhou City, andproposes countermeasures for human resources construction against these problems.On the basis of documents, this thesis has analyzed five aspects so as to conclude therelated indicators. The five aspects are the characteristics of the human and human resources,the role of human resources in economic development, human resource development theoryand methods, human resource management and planning, and human resources training andassessment as well. To take a region where the socio-economic development is laggingbehind as the study object, this thesis studies the development status of human resourcesdeeply on the size, structure, layout, and quality through questionnaires, statistical analysisand other methods, after the reference of domestic and international bibliography and therelevant theoretical literature review on manpower and human resources.By the total amounts, quality and growth demand of human resources to analyze thestatus of human resources in Jinzhou City, some problems are found, such as the totalamounts cannot meet the urban development needs in future, overall competitiveness are stillweak, personnel structure is not reasonable, and the distribution is uneven, and other issues.The author had studied the reasons for causing those problems carefully. At the beginning, the concept updating and development of the times are not coincident by the analysis ofbuilding human resources in Jinzhou City. Second, the regional economic development isrelatively slower. Consequently, there is no a strong attraction to talents. Third, theresource advantages are not obviously to reflect, the role of talent has not been given fullplay. Fourth, the system construction is not well matched with development of humanresources. Fifth, the market allocation of human resources is unreasonable. This thesis putsforward six suggestions against the existing problems during the human resourcesconstruction.The Countermeasures for the human resources construction in Jinzhou City is a matterof systematic project concerning regional development situation. The meaning is significantwith high value in use, though the involved range is so wide and the work is very difficult.focusing on the personnel and the theory of human resources, this thesis finds out the reasonswhich causing the problems of human resources construction in Jinzhou City, and proposesthe measures accordingly. Because of the limited time and level, and insufficient study onother regional human resources, this thesis didn’t make the deep-seated comparative studybetween Jinzhou City and other regions. However, it is the further direction to continue tostudy. The countermeasures proposed didn’t make the in-depth study and exploration onsome important issues in this thesis either, while the corresponding solutions need to befurther tested in practice.
