Since 2010,the state has issued a number of policies and supporting documents to guide the healthy and orderly development of human resource service industry.It is proposed to improve the level of human resource service industry cluster,establish and improve the "hub" base of human resource public service and industrial innovation development platform,and provide solid guarantee for further promoting the development of human resource service industry in China.Under the guidance of the general environment and policies,governments at all levels have gradually increased their attention and support to the human resources service industry,and made a comprehensive deployment for the agglomeration development of human resources service industry.Relying on the professional service advantages of domestic and foreign high-quality human resource enterprises and the gathering of public service functions,we will build a comprehensive human resource service industrial park complex with leading human resource service level and comprehensive functions.China Nanchang Human Resource Service Industrial Park(Economic and Technological Development Park)(hereinafter referred to as "The Economic and Technological Development Industrial Park")is the tenth national level human resources service industrial park in China and the second national level human resources service industrial park in Central China,which was declared by the people's Government of Jiangxi Province and approved by the Ministry of human resources and social security of the people's Republic of China.It was officially approved for construction on May 15,2017 and opened for trial operation on October 16,2017.The Economic and Technological Development Industrial Park adopts the operation and management mode of "government guidance,enterprise main body and market-oriented operation",and establishes Jiangxi Human Resources Service Industrial Park Management Co.,Ltd.,which is fully responsible for the investment attraction,service and other operation and management of the industrial park.The operation and management of the industrial park is mainly private,that is,private property rights,private decision-making operation and private resource integration.Around the government guidance to achieve the goal,market-oriented operation,enterprise management.Since the opening of the park for two years,it has effectively promoted the development of human resources service industry in the economic development zone and solved the labor employment problem for some enterprises in the zone.However,there are some shortcomings,such as incomplete business forms,low overall service level of human resources,unevenenterprises in the Park,and imperfect service functions of the park.This paper takes The Economic and Technological Development Industrial Park as the empirical research object,deeply analyzes the problems in the operation and development process of the industrial park,and explores the optimization measures for the development of the industrial park,which will undoubtedly provide rich regional materials for the research of the industrial park development,improve and perfect the operation and management of the industrial park for the government,build a service employment and talent recruitment system platform,and promote the sustainability of human resources service industry Efficient development,optimize the regional industrial structure to provide reference.
