Compulsory education balanced development is the theme of China's basic education reform since the 21 st century,with the gradual standardization of school construction,compulsory education balanced development also gradually deeper into quality education balanced development.The essence of education quality is in the classroom,which is opposite to the vigorous overall curriculum reform in urban education.The focus of rural education class reform is usually on the change of teaching methods.Therefore,many counties have advanced the teaching reform.There are many risks in the reform itself.It is especially difficult to push forward the reform in counties.In order to break through the difficulties in the educational reform,many educational reform projects often introduce external teaching reform professional forces,which can solve the problem of professional support in the rural educational reform to a certain extent.However,the reform is a complex system,and the endogenous dynamic system and the ability structure of key elements are the basis for the continuous progress of the reform.Based on the author's experience and thinking in the teaching reform of T county,this paper discusses the reform leadership construction of the local power county teaching and research office in the county reform.Based on a review of the T county educational reform,this paper combed the basic path of the county corrections,and the achievements of this period,affirmed the local administrative department of education in the educational reform to promote bear responsibility and county as the educational reform of teaching and research section of impeller of dominant power.However,in the stage of deepening the reform,the existing functions of the teaching and research office have been difficult to meet the needs of leading the large-scale reform.The key stages in the educational reform,such as training,management,professional activities,follow up and the educational reform platform as the main promoter of the educational reform of teaching and research section,aprofessional authority is insufficient,lack of leadership,thus influence is limited.The reasons are not only the lack of legitimacy authority,but also the lack of professional authority.To push forward the reform,we need a strong organization.As the most important professional organization in county education,the county teaching and research office needs to lead many schools and teachers to change their teaching theories and behaviors from a deep perspective and establish new rules and systems.It needs to have both legal authority and professional authority and establish the identity of "change leader".First of all,from the perspective of the organization itself,the county teaching and research office needs to obtain specific authorization from education administrative department in the educational reform,establish its legal authority as sure as the administrative organization,and the corresponding incentive and punitive power.In addition,from a professional perspective,the teaching and research office needs to establish a capacity system that is compatible with the teaching reform.On the basis of further strengthening its daily functions,it also needs to adapt to the role of professional support providers needed in the promotion of the reform.Combined with the educational reform process,based on a view of leadership "in action as the center",the author thinks as the leader of the educational reform,Teaching and research section focus on establishing value,team building,effective action,complete the task,due to the ability of teaching and research section construction as the center,set up a "change leadership" framework,including: educational reform belief force,lead teachers to form the consensus of educational reform vision and moving towards target indomitable faith;Teaching reform team,building a top-down core team and the ability to mobilize schools and teachers to act together;Technical ability of teaching reform,ability to grasp the special technology of teaching reform systematically and apply it effectively in practice of teaching reform;Ability to plan teaching reform,design teaching reform activities systematically and creatively,and build communication platform;Teaching reform is a joint effort to effectively develop and utilizeteaching reform resources,and to coordinate political resources,professional resources and human resources.This is a system of capabilities that are mutually dependent and form a symbiotic structure that ACTS together in the system of educational reform.Based on the above understanding,the conclusion puts forward the construction idea from five aspects of reform leadership,and carries out various action tasks of reform leadership through specific work contents.
