Since the1980s, school organizational change issues have become importanttopics concerned by people which can effectively activate organization, reinforceschool efficiency and enhance education quality. Although the majority of schoolorganizational changes take place under the pressure of external environment, moreand more school changes are occurring in basic education organization ofthe education system which refers to the university internal organization. School levelchange has become the main battlefield of the university organization change. Theschool moral leadership theory was firstly proposed by the USA educationmanagement scientist Thomas J. Sergiovanni in the90’s of the last century. Hebelieved that only the school leadership of "Take the value as the core" can deal withthe particularity and complexity which exist in the school leadership of thenonlinear world.In the first chapter of this paper, carries on the analysis on the reasons of the agewhich the moral leadership theory generated, the theoretical basis and the maincontents of moral leadership theory.In the second chapter of this paper, the author starts from the analysis ofthe characteristics of University Organization. On this basis, the followings are theanalysis of the characteristics of the university organization change, the mission of theuniversity organizational change and the significance of mission to the universityorganization change. The last part of this chapter is the analysis of the factors thatinfluences university organizational change, which come from both the external andthe internal aspects. At the same time, the resistance to the university organizationalchange is also summarized from three aspects---the members of the universityorganization, the organization itself and the change itself.The third chapter firstly provides some suggestions on how to implement theuniversity organizational change, which comes from the perspective of moralleadership theory. The suggestions concludes four perspectives: college organizationalvision, organizational system, organizational culture, and organizational personnel change. The university organizational vision should be a symbolic vision and rootedin the members of individual vision. The construction of the articles of universityassociation should be accelerated and the role of moral authority and academicauthority in the organizational system should be emphasized. University organizationculture should be able to show humanistic feelings and academic freedom, and has itsown characteristics. University personnel change should be a revolution that themembers all play a part in.In this paper, the author presents a comprehensive analysis on the moralleadership theory, and points out the problems that exist in the universityorganizational change in our country these days. Moral leadership which advocatescommunity building, basing on the leadership of professional authority and moralauthority leadership style has an important guiding significance to the value ofuniversity organization reconstruction, as well as members of self-realization anddevelopment.
