Preschool education is an important part of the national education system.Since 2011,three successive action plans have been implemented throughout the country to accelerate the development of pre-school education for the benefit of all,and the resources for pre-school education for the benefit of all have been expanded.By 2018,the coverage of kindergartens for all had reached 73.1 percent.It is necessary to study in depth whether the established universal kindergartens really provide universal preschool education services.In this study,a combination of questionnaire method and interview method was used to conduct a large-scale investigation on the status quo of providing universal preschool education services in S city from two aspects of service availability and service level,with principals and parents as survey objects.Furthermore,in order to deeply and objectively understand the service level of universal kindergartens,observation method is adopted to observe and evaluate the daily life of the class of selected individual kindergartens.Through the combination of "surface" and "point",the author hopes to have a deeper understanding of the current situation of preschool education services for inclusive kindergarten.The study found that the status quo of the pre-inclusive education services in S city is as follows: first,the availability of services,the different types of inclusive kindergartens have no household registration restrictions on the enrollment objects,and the children with different household registration have equal opportunities to enter the inclusive kindergartens.The main service objects of inclusive kindergartens of different nature are school-age children and their parents near the kindergartens.Among the parents of public kindergartens,parents with different levels of education account for an important proportion.However,for some public kindergartens with relatively complete hardware and software,children of civil servants also enter;At present,S city has recognized that inclusive private kindergartens are mainly in relatively backward areas with economic development.Therefore,parents of inclusive private kindergartens have lower educational qualifications than those of public kindergartens.However,parents of different professions in inclusive private kindergartens have equal opportunities.Second,in terms of service level,parents with different types of universal kindergarten services have a high degree of satisfaction with the quality of kindergarten education,but they know little about the connotation of preschool education quality.The quality of education in different types of inclusive kindergartens is from medium to medium level.In addition,higher grade kindergartens do not necessarily provide high-quality education.Accordingly,the following Suggestions are put forward: first,reasonably formulate the charging standard of inclusive private kindergartens,and increase the support toinclusive private kindergartens;Second,expand the coverage of pre-inclusive education resources,and rationally plan the layout of inclusive kindergartens;Third,expand the scope of children from disadvantaged groups,enhance the intensity of funding,optimize the funding mode;Fourth,we should strengthen publicity and training to raise the awareness of kindergarten principals and parents on high-quality preschool education.
