2016 is the year of the opening of teachers' training in Zhejiang Province.After summarizing the experience and problems brought about by the teacher training during the "Twelfth Five-Year Plan" period,the Education Department of Zhejiang Province issued the Notice on Management Measures for the Credit System for the Professional Development of Primary and Secondary School Teachers(Trial)" in May 2016.(2016)No.71,referred to as "Measures".The Measures" advocates the implementation of the credit system management system,following the law of teachers' professional growth,taking independent courses as the core,and training teachers in stratified classification.All primary and secondary school teacher training institutions are required to change their training concepts,aiming at the current lack of ability of teachers at different stages of development and the critical skills that need to be developed urgently,and design and development of hierarchically classified training programs(courses)according to the characteristics of teachers' ability and discipline characteristics.Participating teachers choose the appropriate training courses according to their needs.The hierarchical classification training for primary and secondary school teachers in Zhejiang Province is dedicated to improving the pertinence and effectiveness of teacher training,fully embodying the right to independent choice of teacher training,effectively promoting competition and cooperation among teacher training institutions,and realizing the reform of the teacher development training system.Teacher education quality.For the 90-credit concentration training program,whether the project leaders at all levels of training organizations in Zhejiang can truly understand the design concept of hierarchically classified training programs and design training programs(courses)that meet the needs of teachers' development.Whether the training of the participating teachers is in line with their own development level?Stratify whether the training project design and implementation meets the requirements for hierarchical training.These are the topics worth exploring.In response to the above issues,first,use the literature research method to review the literature on teacher-level classification training,teacher professional development,and training course development.Summarize domestic and foreign research on teacher professional development and clarify the concepts of hierarchical classification training and project design concepts.Secondly,using the work analysis method,analyze 90 primary and secondary school teachers' hierarchical training project design plans,and use survey research methods to investigate the problems existing in the project design,implementation,and management of the training staff at all levels in Zhejiang Province It was found that the design of hierarchically classified training programs was not precise,there was a gap between the implementation and design of training projects,and there was a lack of integrated planning for training management.Analyze the reasons,propose an iterative project design idea,develop quality projects(courses),and improve the professional level of the trainers.Enrich training mode and strengthen training management.Scientifically instructing teachers to choose courses and other strategies to further improve the hierarchical training system.
