Research On The Present Situation And Countermeasures Of The University Think Tank Construction In Liaoning Province

As China’s reform and opening up has entered a critical and deep-water area,the increasing risks and uncertainties in the decision-making environment have put forward higher requirements on the decision-making level and decision-making ability of all levels and departments.The power of think tank is helpful for the government to break the traditional decision-making inertia and improve the rationality of policy decision-making.University think tanks bring together core talents in various disciplines and fields.With a strong academic theoretical foundation,they can constantly focus on major theoretical and practical issues and provide forward-looking strategic policy thoughts and policy suggestions for the government.Liaoning Province is rich in higher education resources and has a high level of discipline construction.The think tanks of colleges and universities should make full use of the resources of colleges and universities,offer suggestions for social construction,and integrate the mission of think tanks with the task of provincial economic development.This paper takes 26 university think tanks in Liaoning Province included in the China Think Tank Index,the Think Tank Research Center of Shanghai Academy of Social Sciences and the Implementation Plan for the Construction of New Think Tanks in Colleges and Universities of Liaoning Province(trial)as the research objects.Based on knowledge mobilization theory,principal agent theory and the SECI model,The field of think tanks of colleges and universities in Liaoning province is divided into the field of initiation,the field of dialogue,the field of systematization and the field of practice.Using the method of literature,investigation method and interview method to the current situation of the development of colleges and universities in Liaoning province think-tank system research and development dilemma,respectively from colleges and universities,a think-tank,talent team,management,operation mechanism,the production output,transmission and transformation,database construction,the talent training of think tank to study the current situation of the development of university think tanks in Liaoning province.University think tanks in Liaoning province are found in colleges and universities on the basis of the original academic research strength,relying on the rich resources of universities,relatively concentrated distribution area,always adhere to the direction of socialism with Chinese characteristics,based on the northeast regional practice,master the unique features of the northeast economic development,to serve the party and the government policy was studied for the purpose.The rapid development of think tanks in colleges and universities in Liaoning Province is not only a practical action to earnestly implement the deployment of "accelerating the construction of philosophy and social sciences with Chinese characteristics and strengthening the construction of new-type think tanks with Chinese characteristics" proposed in the report of the 19 th CPC National Congress,but also a concrete practical path to realize the task of revitalizing Northeast China and looking at the overall situation.However,there are still many difficulties in the construction process of the think tanks of universities in Liaoning Province.Firstly,the internal governance system of the think tanks of universities is not yet mature,and the unique operating mechanism adapted to the development of the think tanks has not been formed,and the difference between the think tank organization and the traditional scientific research institutions is insufficient.Secondly,the external interaction mechanism of think tanks in colleges and universities in Liaoning Province is not yet perfect,and there is a lack of communication and interaction channels between think tanks and other fields.The database construction platform is not mature,and the peer interaction of think tanks is less.The construction dilemma is caused by three aspects: the ambiguous positioning of the think tank,the contradiction between the university and the think tank,and the immature space of the think tank.Based on the above research,this paper puts forward countermeasures and suggestions for the construction of think tanks in colleges and universities in Liaoning Province from three aspects of identifying the self-positioning of think tanks,implementing think tank management and service internally and strengthening reform and guidance externally,in the hope of helping the development of think tanks in colleges and universities in Liaoning Province to flourish.
