Recerch On The Construcion Of Think Tanks In Hebei Province

Think tank is an indispensable link between the public decision-making chain,which plays a vital role in promoting the scientific and democratization of public decision-making and realizing the socialist political civilization.As a type of think-tank,the think tank in universities and colleges is the important force to promote the modernization of national governance system and governance capacity,it is the new main force of the construction of the Chinese characteristics think-tank,it is an important way of promoting the efficient service state and local construction,and think tank plays an important role in the process of government decision-making scientific and democratic.Based on the research object of the think tanks in Hebei province,this paper analyzed the achievements and shortcomings of the construction of think tanks in Hebei province by combing the development process of think tanks.The research shows that the construction of the think tanks in most colleges and universities has achieved initial results,but many problems still exist,mainly including the lack of understanding of the university think tank and the lack of consciousness of the think tank;the methods of achievement evaluation whit think tanks are single and the researchers are not motivated;the high-end platforms of think tank are missing and its influence is weak;the operation mechanism is not perfect,and the talents of think tank is short.On the basis of this,a comparative analysis has been made between the university think tanks of Hebei province and the advanced think tank at home and abroad,from each other,and summarized some enlightenments for the construction of the think tanks in Hebei province.This article mainly adopted the method of SWOT analysis,systematically analyzed the internal advantages and external disadvantages,external competitions and threats of the university think tanks in Hebei province.After comprehensive analysis,put forward to some measures for the construction of think tanks in Hebei province,mainly includes: Create a social atmosphere which attach more importance to think tanks;Explore diversified financing channels;Improve the operation mechanism;Build some impact export platforms;Establish an open employment mechanism;Innovative think tank personneltraining.The conclusion of this paper is of certain universality,which also has guiding significance for the construction of university think tanks in other provinces.
