The core accomplishment of students' development is the product of the implementation of the basic task of education on morality,it has specified students' essential characters of different development stages and the cultivation of the most important qualities,and it has great significance in the basic education curriculum reform and the healthy growth of the students.The concept of core accomplishment is used to examine the growth process of students,and it is also a process of correcting the development deviation of character ability and eliminating negative development factors.At present,"school bullying" has become a serious social phenomenon,affecting the development of students' health.In addition to the timely follow-up and effective governance of national-level laws and policies,schools are bound to assume obligatory obligations.As an important curriculum for cultivating students' moral and legal quality,junior high school moral and legal education curriculum should be the main channel for the prevention and control of school bullying.The concept of core accomplishment runs through the teaching of morality and rule of law curriculum in junior middle school.It is beneficial to clearly define the goals of different stages of students' development,and examines the fit and positioning of curriculum content in the development of core qualities,and timely discovers the deviations of ethics and behavior that are contrary to the purpose of development.The "school bullying" behavior should be stifled in the bud,thus effectively prevent the further deterioration of such phenomena.Through the investigation and analysis of the “school bullying” phenomenon of junior high school students,“school bullying” presents characteristics of diversified forms,universal distribution and particularity,repetitive behavior,and multiple roles,especially among junior high school girls.The phenomenon of “school bullying” occurs frequently and cannot be ignored.It has caused both physical and mental development,and has caused a serious negative impact on the formation of the character of junior high school students,psychological development,behavior shaping and the establishment of interpersonal relationships.The phenomenon of “school bullying” reflects some students' indifference to life,lack of self-regulation and conflict resolution capabilities,inability to properly deal with interpersonal relationships,indifferent of rules and responsibilities,and the lack of junior high school students' core qualities.The junior high school morality and rule of law curriculum is an important way of students' core qualities training and prevention of “bullying on campus”.Its teaching philosophy and training objectives are in line with the core literacy training requirements.Further strengthening the core literacy training and training objectives of the junior high school ethics and rule of law curriculum will help clarify the precise positioning of the curriculum concept,pay attention to the subject consciousness and independent development in life growth,and cultivate students' healthy lifestyle,and the cultivation of the spirit of the rule of law and civic awareness is emphasized.Through the curriculum design which conforms to the growth laws and the logic of life in junior high schools,students' cultural foundations,development abilities,and interactions with social participation are formed,and the training goals are finally achieved.In the teaching of morality and rule of law in junior high school,we should implement the teaching principles of integrity,daily life,and humanity,and adopt teaching methods of emotional experience,group cooperation,and activity exploration to find the point of convergence between the course content and the prevention of “bullying on campus”.From the self-understanding,respect for others to cherish life,improve the psychological,from emotion to master the skills and improve the rules,from bear responsibility to the rule of law spirit and national identity,personality development and the growth trajectory based on junior middle school students,and it is our duty to emphasize the training of requirements,the junior middle school moral essential character and rule of law teaching focusing on students,and prevent the phenomenon of "bullying" from the source.
