In recent years,with the widening of the gap between urban and rural areas,the imbalance of education between urban and rural areas has attracted widespread attention.In order to narrow the gap between urban and rural compulsory education and promote the balanced development of compulsory education,the State has promulgated a series of policies and regulations to support rural education and policy documents for the construction of rural and urban teachers.In order to ensure the education equity and justice,and promote the harmonious development of society,the state council issued "the rural teacher support plan(2015-2020)"(hereinafter referred to the "plan")on June 1,2015,which causes social strong reaction.The plan points out that we should strive to create a good quality,dedicated,rooted in rural teacher team and make teachers go and retain the rural country in which they can teach students well in order to provide strong teacher guarantee for basic education modernization.However,due to the unbalanced development of urban and rural areas,rural teachers team construction is influenced by factors such as economy,geography and history.The big working strength,lacking of professional happiness,lacking of professional training,lacking of social security,low income level and high teacher fluidity lead to rural teachers' professional attraction is not strong,supplementary channel is impeded,and high-quality resources is short.What's more,unreasonable teacher'structure and the overall low teachers'quality also have become the important hinder to the sustainable and balanced development of rural education.Since 2016,the Central China Normal University research group of village teacher support plan go to the Hubei,Henan,Anhui,Yunnan,Sichuan,Shanxi and other provinces to research the rural teacher support plan implementation in order to attain more comprehensive understanding about the current situation of rural teachers after"plan" carrying out,know the attitude of rural teacher's toward "the plan" and the " plan"is perfect or not,the key factors considered of the " plan" implementation,teachers'sense of identity to the " plan",the positive effects of the implementation of the plan for rural teachers,the existing problem of the " plan and so on.This paper,by using the method of literature and investigation in Sichuan Nanchong county X and Y county "planning"implementation,for example,in the education balanced development perspective for rural teachers support plan in the process of policy implementation of a comprehensive analysis of the effects and problems.The article has four parts:The first chapter,introduction,this chapter mainly introduces the research background,research significance,and related research literature review,research content and research methods at home and abroad.The second chapter elaborates the implementation background of the rural teacher support plan,and introduces the development course of the current state and rural teachers in Sichuan province.The third chapter,with the method of investigation,the education balanced development perspective in Nanchong,Sichuan province county X and Y county rural teacher support plan implementation present situation investigation as the foundation,support for rural teachers plan in the process of policy implementation of a comprehensive analysis of the effects and problems.In the fourth and fifth chapters,the author puts forward the optimized countermeasures for the implementation of rural teachers' support plan based on the analysis of causes.
