Rural education is a weak link in China's basic education.For a long time,the rural elementary and secondary schools,especially in rural remote areas where the village is small and teaching resources are weak,is a common problem.The quality of rural education is basically improved by rural teachers.In order to improve the overall quality of rural teachers,educate rural teachers on education and teaching ability,and narrow the gap between the overall level of urban and rural teachers,on June 1,2015,the General Office of the State Council issued the "Country Teacher Support Program" and pointed out that "completely built a well-off society by 2020.The social and basic realization of education modernization is the weak link in the countryside,in the remote poverty-stricken areas such as the poor and the poor in the middle and western regions.Developing rural education,helping rural children to learn from their talents,and preventing the transmission of poverty between generations is a contemporary and profitable process."The plan" aims at the current problems that rural teachers have "can't go," "stay unreliable," and "not teach well." They stress that they should strive to build a team of high-quality rural teachers.However,at present,there are few studies on the effectiveness,problems,and causes of the implementation of the "plan," and data collection and analysis on a large scale is rare.Then,what have been achieved since the implementation of the "plan" and what are the problems and how to solve these problems?It is an urgent issue to be solved in the development of rural education in China at present and in the future.To this end,this paper combines our research on the implementation of the spirit of the "plan" in some districts and counties in Shaanxi and other places,and conducts in-depth analysis on the background,achievements,existing problems,and causes of the "plan",and believes that the "plan" is implemented.Afterwards,it has achieved certain results,such as the apparent increase in rural teachers' willingness to stay in the country,the improvement in the construction of teachers ' morality,and the frequent exchanges of teachers,but at the same time there is still a low salary for teachers,the teacher' s preparation is still tense,and the evaluation of professional titles is not obvious.Problems such as the tilt of rural teachers.There are many reasons for the above problems.There are reasons for the"plan" itself,such as unscientific design of the honor system,unreasonable urban-rural communication system,etc.At the same time,the material conditions for the implementation of the "plan" are insufficient and the quality of new teachers is not high.Education and education administration are also the main causes of problems.On this basis,this article combines the actual situation of rural education in China,and puts forward some suggestions on how to further implement the "Plan",that is,raise the subsidy standards,guarantee the improvement of the treatment of rural teachers,and enhance the practicability and pertinence of training.The teaching capacity of rural teachers;In combination with the reality of rural education in our country,improve the teacher recruitment mechanism;Formulate flexible teacher preparation standards,appropriately tilt rural schools;Establish teacher communication system,and rationally allocate teacher resources;Reform teacher title assessment system,for rural schools Give policy inclinations;improve understanding of the "plan" and create an atmosphere of respecting and re-educating teachers;give full play to the role of the honor system,so that the majority of rural teachers have more sense of gain.
