Present Situation Analysis And Countermeasure Research Of Jiangsu Independent College

Since reform and opening up,the private higher education in China has been developing rapidly.According to the Ministry of education in 2015,the National Education Development Statistics Bulletin shows that there were 275 Independent Colleges in the whole country,covering 29 provinces,autonomous regions and municipalities directly under the central government.And the number of students has reached more than 2 million.Nowadays Independent Colleges have become an important part of higher education in China.It is obvious that the development of Independent Colleges is a significant strategic measure to realize the popularization of higher education.And it effectively promotes the development of higher education from elite to mass,which makes great contributions to the local economic and social development.However,it still faces many challenges,and has many problems in the development,such as the absence of government management policies,the lack of policy guidance,the weakness of Parent University's support and so on.Additionally,the second level management system of Independent College not running smoothly,and the rights,responsibilities and interests of investors not clear are also obstacles on the road of the healthy development of Independent College.We take the development of Independent Colleges in Jiangsu for an example.From the perspective of the public management policy,this passage analyzes the typical problems in the course of the development of Independent Colleges,such as the government responsibility,the social concern,the main body of the school,the management system and so on.And it attempts to construct an Independent College development mode with the prominent function of the main body of the talent cultivation,the distinctive characteristics of the applied undergraduate,the smooth internal management system and the coordination of the administrative management and academic management.This article is made up of six parts.The first part introduces the background and significance of the topic,literature review at home and abroad,theoretical basis and research methods.Besides,it includes the problems and major innovations.The second part is about the concept and function of Independent Colleges.The third part introduces the foreign origin,domestic reforming and current development of the Independent Colleges in China.Then,the fourth part takes Jiangsu Province as an example,analyzing the present situation and the internal and external problems faced by the Independent Colleges.And it also summarizes the successful experience and puts forward the problems effectively.The fifth part is to learn from the experience of foreign developed countries.Finally,on the basis of the actual situation of the development of Independent Colleges in Jiangsu Province,according to the Independent Institute's own construction,the government supervision,and the social concern,the sixth part puts forward countermeasures and suggestions to promote the development of Independent Colleges with the successful experience from home and abroad.The development and transformation of Independent Colleges are the reform of educational system and the exploration of the new school running mode.It is extremely important for us to reform and explore of the higher education by analyzing its current situation,researching its problems,and refining the countermeasures.Therefore,researches on Independent Colleges of our province are necessary,in order to enable the Independent Colleges in Jiangsu to flourish and serve the local social economy.
