The Research Of The Endowment Insurance Relationship Transfer And Continuation Of The Moving Employees In Wuhu

Since the reform and opening up,China's rapid economic and social development,the continuous promotion of new industrialization and urbanization,has brought about the adjustment of industrial structure and employment situation changes at the same time,also led to the urban population agglomeration and urban scale expansion,large-scale population flow has become the norm.The scale of mobile employment is larger,the frequency is faster,the migration time is longer and longer,and the migration distance is increasing with the convenience of transportation.Inevitably,an important issue that the government and society pay close attention to-the transfer and continuation of social endowment insurance for floating population-has arisen.One of the most important problems that cannot be avoided is the transfer and continuation of the social endowment insurance of the mobile population,which is related to the pension well-being of the mobile population.Social endowment insurance is difficult to transfer and continue is not conducive to the old-age security of migrant workers,is not conducive to the development of new urbanization,will also cause the mobile employment population and urban residents pension rights and interests are very different,contrary to the principle of fairness.Therefore,it is necessary to realize the transfer and continuation of the social endowment insurance relationship between the mobile employment personnel across the system and across the region as a whole in order to reasonably optimize the allocation of labor resources and realize the sustained and stable development of economy and society.China's pension insurance transfer continuation problem is not the same,it has regional differences.Wuhu is not only the economic center of Anhui Province but also an important city in the Yangtze River economic belt.It has its own uniqueness on the transfer and continuation of social endowment insurance for mobile employment.Through the field research on the transfer and continuation of the social endowment insurance relationship of migrant workers in Wuhu city,this paper comprehensively grasps the present situation and problems of the transfer and continuation of the social endowment insurance relationship in Wuhu city,and further analyzes the reasons for the problems of the transfer and continuation of the social endowment insurance of migrant workers in Wuhu city by using the methods of factor analysis and binary logistic model analysis.On the basis of effectively learning from the experience of the transfer and continuation of the social endowment insurance for mobile employment in EU and Japan,this paper preliminarily studies the methods that are helpful to further improve the transfer and continuation of the social endowment insurance in Wuhu city.First,merging into the national overall pension insurance as soon as possible,to achieve a unified system;Second,establishing the endowment insurance transfer information platform mechanism,to achieve intelligent transfer;Third,improving the mobile employment of social endowment insurance transfer awareness;Fourth,setting the social endowment insurance transfer into the agency performance appraisal indicators;Fifth,encouraging employers to improve the social endowment insurance transfer coordination;Sixth,opening the normal rights and interests of pension insurance transfer maintenance channels;Seventh,using the piecewise calculation method for the transition.
