| In recent years,China’s industrial structure and economic structure are constantly changing and adjusting,and the employment structure also presents a diversified development trend.Among the urban employees in China,the number of employees in state-owned and collective enterprises is gradually decreasing by one percentage point every year,while there are more and more flexible employees,including temporary workers,hourly workers,self-employed workers and freelancers.Although flexible employment to a large extent solves the problem of difficult employment in our country,promotes the rapid economic development and social harmony and stability,but the basic social endowment insurance participation rate of this group is still not high.Taking Ruian City of Zhejiang Province as an example,this paper uses questionnaire survey and case interview to investigate the willingness of social endowment insurance of flexible employees in Ruian City.Through single factor analysis and binary logistic regression analysis,it is concluded that the willingness of social endowment insurance of flexible employees in Ruian City is low,The factors that affect the policy include imperfect registered residence transfer system,long social endowment insurance payment period,higher social endowment insurance payment cost,and government factors that are not very popular in social endowment insurance.The family factor with more children;Personal factors include younger age,lower education level,lower income level,and little understanding of social endowment insurance policy.Finally,based on the life cycle theory,Maslow’s hierarchy of needs theory and rational choice theory,from the aspects of improving the social endowment insurance system for flexible employees,the government should increase the publicity of social endowment insurance from multiple channels,reduce the threshold of social endowment insurance for flexible employees,and enhance the awareness of social endowment insurance for flexible employees,In order to protect the rights and interests of this special labor group,this paper puts forward some policy suggestions to improve the willingness of urban flexible employees to participate in social endowment insurance. |
