In the process of development,our society has experienced several reforms and explorations,including the accelerated development of new industrialization,the advancement of strategic emerging industries,the adjustment of social and economic structures,etc.Each reform,every exploration for the development of society and the public The development is a new opportunity and challenge.Under the guidance of the background of the policy of “mass entrepreneurship and innovation”,the number of self-employed people has increased,and many freelancers,college students and migrant workers have joined the informal society.Go among the ranks of employment.As a result,the team of flexible employment groups has continued to grow and develop.In fact,the development of flexible employment methods has brought new demands to the social security system level while fully covering the social employment burden.At present,the old-age security system and medical security system of flexible employment in China are not very sound and perfect,which makes the interests of flexible employees unable to be fully guaranteed.To this end,the government should give full play to the macro-control and guiding role,and truly provide a more complete basic pension insurance service system for flexible employees.To this end,this study takes Dalian as a case study object.Under the guidance of Marxist social security theory and social security public service equalization theory,this paper studies the methods of literature review,actual research and case analysis.In combination,the current situation of the flexible employment of Dalian employees participating in the basic endowment insurance for urban employees was investigated in depth.This research can be divided into three parts: The first research on the research background,research significance,research content,etc.,and the definition of the concept of flexible employment and urban workers' basic endowment insurance,for Marxist social security The theory and social security public service equalization theory were explained.Secondly,in the form of actual research and actual interviews,the status quo of the flexible employment of Dalian employees participating in the basic endowment insurance for urban employees was analyzed,and the individualized problems existed therein.The excavation was carried out;the third is to provide some countermeasures and suggestions for optimizing the participation of flexible employees in Dalian.The focus of this research is on the countermeasures.In order to promote the further development of the flexible employment activities of Dalian,it is necessary to proceed from the following three levels: first,improve the current policy provisions;secondly,improve the service capacity of the handling agencies;finally,establish a sound and flexible Supporting mechanisms related to employment.It is believed that through the practical advancement of these measures,it will certainly be able to create a more favorable environment for the flexible employment of Dalian to participate in the basic endowment insurance for urban workers.
