As the outstanding part of the youth,college students are the mainstay and successor of the New-era socialism with Chinese characteristics.The growth and success of college students have always been the care of Chinese government.In the contemporary China,though the comprehensive national strength has increased steady and Various undertakings are developing roundly,but poverty problem has always been a urgent project hard to solve.As the reflection of poverty problem shows in the education level,the pattern of their growth is relation to long-time goal of Chinese education and poverty alleviation course.As an important way to solve the poverty problem of college students,scholarship and grants aid system which contains subsidizing function and educating function has achieved good effect since it has been built,but some problems are still existing.The study in allusion to the educating function of scholarship and grants in the colleges and universities not only relate to the overall layout and effect,but also is the objective requirement of deepening justice and equity reform in the education field.It means a lot.Based on the colleges and universities environment,the article regards the college students as main body,studying the dilemma in front of scholarship and grants' educating function and its promotion way.The article is divided in four parts.Based on recent research results and combining with targeted poverty reduction work which carried out by the government,concerning the historical background that the grand goal to build a moderately prosperous society in all respects in the year 2020 and importance of ideological and political education becoming more and more outstanding,carrying out deeper in-depth study of scholarship and grants' educating function.The first part is the study of the meaning of scholarship and grants' educating function and the analysis of the scholarship and grants' educating function.First,make clear the meaning of colleges and universities,scholarship and grants,educating function.Second,to analyze concrete embodiment of scholarship and grants' educating function in society.It concludes guide function represented by patriotism and ideal and belief education in political level,correction function represented by honesty education and sense of fairness in morality level,construction function represented by self-reliance and sense of responsibility education in personality level,encouragement function represented by the spirit of devotion and grateful spirit education in society level,education function represented by the role of model in education level.The second part is the status quo analysis of scholarship and grants' educating function.According to the questionnaire survey and face-to-face interview,to know the status quo of scholarship and grants' educating function in the selection before,during and backward.I have discovered two aspects.One,the effect of scholarship and grants' educating function has received more and more attention.Two,scholarship and grants' s educating function has achieved some effect.However,the running of scholarship and grants' educating function has come across some dilemma influenced by various factors.It concludes patriotism and ideal and belief education has been ignored deeply,lack of honesty and behavior of practice fraud is common,college student who has been aided need to improve consciousness of devotion and gratitude,unreasonable way of spending money after been aided which caused self-reliance education invisible,the lack of the measures to setting example and the effect is not obvious.The third part,based on investment data,to analyze the reason behind the dilemma of scholarship and grants' educating function in colleges and universities.According to the survey,propaganda of scholarship and grants policy carried out by government is not enough.Besides,some factors such as imperfect supervision system,poor students themselves and general mode of society also has restricted the running of scholarship and grants' educating functionThe fourth part is the effect-improving measures of scholarship and grants' educating function in colleges and universities.Aiming at the dilemma and the reason behind,to come up with five measures including strengthening propaganda and education of scholarship and grants policy,improving the supervision system for financial aid,innovativing the education model of scholarship and grants,optimizing the social environment and carrying out the examination of scholarship and grants' educating effect regularly.
