Research On The Quality Management Of Official Statistical Data Of Dalian Municipal

Government statistics are the final product of the government statistics department and take an important role of reflecting the economic and social development accurately.The quality of government statistics have an affect on whether policymakers can make decisions that are conducive to the development of the region,whether the economic organizations can make correct judgments on market trend and the citizen's right to know about the economic and social development.In recent years,with the development of society,the issue of the low quality of government statistics has become increasingly prominent,and acts such as statistics fraud have occurred from time to time.In early 2017,Governor Qiufa Chen of Liaoning Province confirmed in the government work report that there were some cases of fake economic data in Liaoning Province.The quality of government statistics of Dalian is also widely questioned.This paper analyzes the problems and causes in the quality management of statistical data from the perspectives of the composition of statistical agencies,the production process of statistical data,statistical legal system and the method of statistical data quality evaluation,and seeks to improve the quality of statistical data methods.In this paper,we selected the Dalian Municipal Bureau of Statistics,the Dalian Survey Team of the National Bureau of Statistics,bureau of statistics in some districts and the some enterprises as research objects.By referring to the historical data and visiting the government statistical departments,interviewing staff and citizens,and experiences from other developed cities and countries,this paper draws the following conclusions:First,China's government statistical management system has flaws,official assessment mechanism and selection mechanism has led to distorted attitudes and values of officials an put an impact on the quality of statistical data.Second,the statistical legal system in our country is still not complete.The local statistical laws and regulations in Liaoning Province and Dalian City are not sound enough,the social popularization degree is not high,the power of statistical law enforcement is weak,and the penalties for statistical violations are not rigorous enough.Third,statistical data's production capacity is not high,the input of statistical work resources is insufficient,personnel,funds and business capabilities is guaranteed,and the mode of production is not advanced enough,which directly affects the quality of government statistics.After analyzing the existing problems,this paper puts forward some countermeasures to improve the quality of government statistics:to set up a comprehensive quality management system of statistical data,taking the quality of service as the starting point of statistical work,taking all the institutions,personnel involved in the production of statistical data,Production process for the control node,the quality of statistical data monitoring and management,to establish a scientific evaluation system of statistics,to improve statistical laws and regulations.
