Research On The Statistical Work Mechanism Of Zhanjiang Municipal Government Under The Background Of Big Data

The national bureau of statistics held the meeting of annual statistical reform and development retreat in Beijing from August 23 to 24,2018.At the meeting,it was emphasized that we should improve the quality of government statistical data,strengthen the construction of government statistical work mechanism and provide strong government statistical support for promoting high-quality development of the economy and building a modern economic system.The more the economy develops,the more important the government's statistical work becomes.Recently,the economic development in China has entered a new normal,and has been experiencing extensive and profound structural changes.The arrival of the era of big data makes people more aware of the importance of government statistics.At the same time,the arrival of the era of big data also changes the working mechanism of government statistics.We encounter many problems which happened between the theory and actual practice.In order to make it better,we had better try our best to make further study and practice.In recent years,the economy in Zhanjiang has developed at a rapid speed and more different social demands have aroused,which has put forward deeper requirements for statistical services and management of the Zhanjiang government.At the present,as the main body of economic and social information collection and utilization,Zhanjiang municipal government statistics is taking charge of the responsibility of warning,analysis and judgment of the macro economic situation of Zhanjiang municipal government,and also receiving the information consultation from all walks of life.With the advent of "big data" era,the statistical work of Zhanjiang Municipal Government is faced with both opportunities and challenges.Therefore,under the background of big data era,it is a very important subject to work how to actively adapt to the big data era to study the statistical work mechanism of Zhanjiang government.The paper is based on the public management theory as the instruction and the method of literature research,field test and research,typical case method and comprehensive analysis method is widely used.It also combines with large data and government statistics related theory by using the SWOT analysis method for deep mining under the background of big data era Zhanjiang government statistical work mechanism of the status quo.Therefore,we explore the future of Zhanjiang government statistical work mechanism optimization path.The content of this paper is mainly divided into the following six parts:The first part is the introduction.It mainly expounds the background and significance of the research mechanism of Zhanjiang government's statistical work andsummarizes the research results of domestic and foreign big data and government statistical work.Meanwhile,it also determines the content and methods of this study and finds out possible innovation points and shortcomings.The second part is the definition of related concepts and theoretical basis.It is mainly to define the relevant concepts of big data and government statistical work and elaborate the new public management theory and statistics theory as the theoretical basis of this study.The third part is the analysis of current SWOT.It mainly uses SWOT analysis method to deeply summarize the current advantages and disadvantages of Zhanjiang government statistical work mechanism.At the same time it analyzes the opportunities and challenges which are faced by Zhanjiang government statistical work mechanism in the context of big data era as well.The fourth part is to draw lessons from the former experience.By introducing and summarizing some practices of some cities in China such as Huai 'an,Chuzhou and Guangzhou,this paper provides the reference for the optimization of statistical work mechanism of Zhanjiang municipal government.The fifth part is about how to optimize countermeasures.Through the previous analysis and summary,the paper proposes targeted countermeasures to optimize the statistical work mechanism of Zhanjiang government in the context of big data era in order to solve current problems.The sixth part is the conclusion.It makes a conclusion of all the previous studies and gives a summing-up for the paper.
