With China's accession to the "Washington Accord" become full membership.The "Washington Accord" have more deeply effect on higher engineering education in China.As the fourth industrial revolution is unfolding,new economy,new technology,new commercial activities.All these have created a new demand for engineering talents.Under such environment background,the research on core competence undoubtedly has urgent practical significance.Because,new economy developed faster and faster lead society need more and more engineering talents with high quality and high level.This phenomenon inevitably leads to the imbalance of the job market,shortage of high-quality talents,middle-and-low quality talent saturation.In order to satisfy the higher profession development,conform to the furture development of engineering education,the study on the core competence is undoubtedly of great practical signifiance,no matter based on reality or looking into the future.This thesis takes the theory of multiple intelligences,Bloom's taxonomy of educational objectives,competency based education theory and the OBE concept as the basis,meanwhile to define the concept of engineering talents,core competency and graduate attribute profiles,at the same time,the use of literature,comparative research methods,research methods to grasp the research direction in this paper such as investigation.To comparison and analysis the standards of graduate attribute profiles of "Washington Accord","ydney Accord","Dublin Accord","China Engineering Education Accreditation Association" and the general standards for "a Plan for Educating and Training Outstanding Engineers(PETOE)".Through comparison and analysis these profiles to set the model of nurturing talents basis on the four dimensions and the point of core competency.Then through the research on current core competence cultivation status analyzed the results.Then use the ABET as the basis put forward countermeasures and improve on core competence training from eight aspect such as "talent cultivation concept,training objectives,training mode,curriculum,teaching practice,faculty,evaluation and continuous improvement mechanism".
