As the initial link of children's social education,preschool education is an important period of children's mental development,which plays a fundamental role in their physical and mental health.At present,in some developed countries,such as the United States,Britain,Japan and so on,they have made great progress in the theoretical exploration and practical development of preschool education.In contrast,China's exploration and experience in preschool education are not enough,especially in the context of urban and rural economic dualization,the development of urban and rural preschool education is unbalanced,the quality of preschool education is uneven,the gap is obvious.This not only restricts the improvement of rural children's quality,but also affects the development of rural education.In the long run,it will have a negative impact on education equity and economic and social development in China.Therefore,it is necessary to study how to improve the policy system and management system of preschool education,balance the development of preschool education in urban and rural areas,and narrow the gap between preschool education in urban and rural areas.Therefore,based on the theory of educational equity and balanced development,this study explores the status,problems and causes of the balanced development of preschool education in urban and rural areas,and then puts forward appropriate suggestions to promote the balanced development of preschool education in urban and rural areas.First of all,the paper reviews and evaluates the development of preschool education in urban and rural areas and the theory of educational equity.On this basis,it interprets and defines preschool education,urban and rural concepts and balanced development.Secondly,based on the statistics and analysis of the data from the official website of the Ministry of education,this paper investigates the differences of educational opportunities(entry opportunities)and educational process(hardware,teachers and economic investment)in the development of urban and rural preschool education in China.Then select 40 Urban and Rural Kindergartens selected from two cities of H Province,a major agricultural province in Central China as the research object,and use literature analysis,questionnaire survey and semi-structured interview to study the balanced development of urban and rural preschool education in H Province.Through the research data,it is found that the development of pre-school education in urban and rural areas in China has unequal educational opportunities,educational process and educational outcomes.Thirdly,based on the unbalanced development of preschool education in urban and rural areas in China,this paper analyzes the causes of the problems in detail.Among the many influencing factors,the government does not pay enough attention to it,and does not give sufficient policy-making and support;the management system is not perfect,and the inadequate supervision on all levels of preschool education is the external reason;the long-term urban-rural dual structure leads to urban and rural areas The main reason is that there is a big gap between investment and payment ability,and the direct reason is that the management system of teachers is not perfect,and the incentive and training system is not perfect..Finally,based on the analysis of the causes of the problems,this paper puts forward some countermeasures to reduce the gap between urban and rural areas in preschool education.First,we need to improve the legislation of preschool education,introduce policies to support the balanced development of preschool education,strengthen the sense of government responsibility,establish and improve policies such as urban and rural preschool education fund guarantee;second,we need to strengthen government management,build regulatory mechanism,ensure fair investment in preschool education,gradually establish a diversified preschool education park management mechanism,and attach importance to the participation of social forces Preschool education;third,to increase economic support for rural areas,education funds should be inclined to rural preschool education,and constantly optimize the investment mode between urban and rural areas;fourth,to strengthen the management of teachers,improve the treatment of teachers,pay attention to the cultivation and growth of teachers,protect the rights and interests of urban and rural preschool education,especially rural teachers,in order to stabilize the balanced development of urban and rural preschool education Exhibition escort.
