Special education is the soil of inclusive education.Inclusive education is the product of the development of special education to a certain stage.From special education to inclusive education,it has experienced a long process.Although the theory and practice of special education have a long history,it has always been in a state of isolation from ordinary education in the process of its initiation,establishment and continuous development.It has violated the original intention of education and the esteem for the spirit of humanitarianism.It also caused people's dissatisfaction and the high attention and attention of people from all walks of life,and many scholars taste it.The reform and adjustment of the educational system,from "isolated education" to "integrated"education to integration education,has always been made unremittingly towards the goal of"equality before education before everyone".Finally,by the end of the twentieth Century,the new concept of "inclusive education" came into being.It not only emphasizes the coverage of education,but also pays more attention to the improvement of education quality.It has aroused the continuous attention of all countries and international organizations in the world.After more than 20 years of development,it has reached a high level and formed its own characteristics.This concept has also been established.Far beyond the scope of special education,it extends to the whole field of education.The traditional sense of general education is facing great challenges,and education reform is imperative.The development of inclusive education will also promote the development of education and other related disciplines.Therefore,the study of the development process from special education to inclusive education will help to recognize the position of the special education development in our country and clarify the relationship between the "learning in regular class"education mode and the inclusive education at the present stage in China,so as to facilitate the inheritance of teaching.On the basis of traditional education,we should absorb and draw lessons from the"localization"understanding of the different concepts of Inclusive Education in all countries and regions of the world as well as how to make legal policies and take effective measures to ensure the smooth expansion of all inclusive education in practice and to accumulate successful experience.The "learning in regular class" soil model really leaps into the inclusive education.In this study,literature,comparative and historical studies have been used to examine the initiation of special education in ancient times,the establishment of modern special education and the course of modern special education to the development of inclusive education.The two aspects of theory and practice summarized the development characteristics of each stage,analyzed the experience of the success of the foreign inclusive education and got inspiration,taking history as a mirror,and offered suggestions for the development of special education and the promotion of Inclusive Education in China.
