It has been used the unified entrance examination model in Chinese enrollment fieldof universities.With the development of higher education and the social demand for talents,the defects of the recruitment pattern is more and more obvious. The college entrance examination takes the mode of Regional unification and it is difficult to make the selection of a suitable for their own development and meet the requirements of cultivating talents. Each university has its own advantages and disadvantages. If the college has no autonomy, it will not face the market, and not be good to play its own advantages very well, also more difficult to mining talents. Therefore, the independent recruitment of university emerges with the requirement of the time in this context. Since China put the independent recruitment policy into pratice in 2001, the policy promote rapidly with amazing speed and great influence,.Even the scale of independent recruitment; the coverage;the admission number of student and the number of university that testing the policy. Along with the implementation of independent recruitment policy, the social from all walks of life to this evaluation is mixed. The fairness problem,efficiency problem and the right of independent recruitment problem exposed gradually in the process of implementation has been become the focus of attention. The starting point of the autonomous enrollment policy itself is expanding enrolment autonomy of universities, select the special talents with demanding their own development, promote the development of the quality education in middle school and make up for the disadvantages of college entrance examination. Then, whether the implementation of autonomous enrollment policy has been agreement with the expected goals or not? or promote the transformation from examination oriented education to quality education in high school? or promote the development of the comprehensive aspects or a specialty development of students? Whether the students selected by the independent recruitment were different from ordinary students or not? Whether the implementation of the policy has done fair,open and make up for the defects of the unified national college entrance examination? This paperexpand on the background of the development of independent recruitment policy, and around the independent recruitment policies of universities in Hunan province. By regarding Hunan Normal University as individual case,and apply the method of a combination of theory and empirical to exploring the implementation of independent recruit status and problems of Hunan Normal University. And put forward the corresponding measures through the analysis of the causes of problems. The full text altogether includes five parts: the first part is the introduction, explains how to put forward the problem, plan and design the research, research; the second part describes the backgroud of creation and the value persuit of the independent recruitment policy of universities in China; the third part describes present situation and existing problems of the independent recruit of Hunan Normal University, includeing three chapters: the first chapter elaborated the design of the survey, the second chapter analyzes the present situation of, the third chapter analyzes the existing problems; the fourth part analyse the reasons of independent recruitment policy; the fifth part put forward some advices in order to optimizing the implementation effect of independent recruitment policy of the Hunan Normal University.This article takes Hunan Normal University to study the implementation effect of independent recruitment policy and the policy received extensive identity between teachers and students. However, some problems also were exposed in the process of the implementation of the policy, such as the design of the policy is not reasonable and the implementation of the policy effect is not ideal and the students are difficult to conform to the requirements of the training. Besides, their potential has not drawn the school’s attention. In addition, this paper analyzes the cause of these problems and put forward some suggestions of improving the implementation effect.Such as expand the right and areas of autonomous enrolment; strengthen the propaganda of the policy; separate the enrollment from exam; make a specialized training plan and revise the supervision system.
