The Study On The Strategy Of Employment Development By Foreign Trade In Dalian

As an important coastal open city,Dalian's foreign trade development plays an important role in urban economic growth and employment.Since joining WTO,the degree of Dalian's foreign trade has deepened,and the volume of import and export trade has been increasing.The industry with competitive advantages has grown rapidly.However,with the outbreak of the global financial crisis and the sudden decrease in the export demand of foreign countries,the economic development has entered a new normal situation.The economic growth of Dalian,which has high dependence on foreign trade,has encountered a bottleneck,and the problem of unemployment has become more serious.How to tap the potential of foreign trade and enhance the contribution to Dalian's economic development and employment by setting up a new trade policy is an important issue that needs to be studied.This paper first makes an investigation and analysis of the basic situation of Dalian's foreign trade and employment,mastering the main problems existing in the present import,export and three industries,and analyzes the internal and external environment of Dalian's foreign trade and employment development.Then,based on the strengths and weakness analysis of foreign trade,this paper puts forward the strategic choice of Dalian's foreign trade to promote employment development that is the strategy of export to domestic sale,the strategy of developing small and medium private enterprises.The strategy of promoting foreign trade development includes optimizing the export structure of foreign trade,changing the mode of trade growth,establishing a scientific foreign trade development strategy and strengthening trade contacts with the developing countries.The strategy of export to domestic sale includes building value system,planning product structure,reorganizing marketing system and strengthening the awareness of communication.The strategy of developing small and medium private enterprises includes perfecting the system of resource allocation,strengthening the transformation of government functions,deepening the reform of Finance and taxation,and perfecting the talent mechanism of enterprises.Finally,this paper puts forward three strategic safeguard measures,respectively improving the security mechanism of foreign trade development,establishing export transfer mechanism and introducing a positive and effective employment policy.
